I also have to ask, have you set up 'city encounters'? There are loads of Pokemon who are more likely to appear in the city than out on the routes. This isn't in the games for obvious reasons, but in the anime, Pokemon out in the wild in cities and towns are a thing.

Also I think that if we're looking for something in particular, if we land it's rarity, we encounter it automatically. So if I'm looking for Pidgey and roll Common, which is Pidgey's rarity, I encounter Pidgey automatically.
