The story began in late 2032, after the nuclear war between the US, NATO, and the ACMF occurred. Most of the world had been turned into a radioactive wasteland, but as humans so often do, they survived this war. Albeit, as an endangered species with a tendency to kill itself off over the smallest things. During this time, the USCPF springs up, followed by the CDF. Both are postwar organizations, with similar goals in a very different world; the USCPF dedicated to maintaining the balance of power of the old world, along with its "civilized" ways. The CDF springs up a bit later, and has similar goals, albeit simpler. The goals of the CDF are simple; to provide security and safety to refugees, while forming a new government right for this changing world. They are fiercely independent.
Before the war ended, Pearl Harbor had become a strong source of naval power for the US military. The region of land at the end of the Middle Loch in the harbor, between the Farrington Highway and the Queen Liliuokalani Fairway, had become a medium sized military industrial city between 2020 and 2032. The Leeward Community College had developed many new buildings for Naval Drone Specialization and Coast Guard Specialization. Defenses were installed around this part of the city, but not anywhere else. During the nuclear attacks, this small portion of Pearl City was hit by two nuclear warheads. Both these warheads detonated in roughly the same spot, obliterating only the areas west of what is now Cranetown. The portion of the city nearest to the Leeward Community College and the Masterson Shipyard remains fairly untouched, barring the fact that it's periodically and unpredictably flooded, leaving portions of it covered entirely in eroded sand. There is a ship stranded nearby, this is a Zumwalt-class destroyer known as the USS Erwin. A few years ago, the Atlanta Crisis occurred in Atlanta, a major conflict between the USCPF and the CDF regarding land and resources. This resulted in the USCPF splitting along ideological and geographical lines. Both USCPFs still have similar missions, and maintain contact with each other. However, the East USCPF is at war with the CDF, whereas the West USCPF isn't. Peace is only an illusion, however, and war could break out at any time in two notable hotspots: Los Angeles or Pearl City.
Since electricity is only supplied to essential machinery, electronic music and instruments have faded from the norm since the war. Music genres such as swing, jazz, and post-modern jukebox have made a comeback in the hearts and souls of Americans in the 2090s.

Factions
CDF
The Civilian Defense Front, or CDF, has been around since the mid 2030's. Over the years, the CDF has helped millions of civilians find a job and a place to live in the tens of thousands of 'scrap towns' located all over the US. The CDF is less well-supplied, however it has gained access to much more supplies than it had in the previous decades, mostly due to the war in the east. The CDF now has the ability to build cities out of practical materials, not just scraps; a major example being New Atlanta, a large city of concrete and steel which began construction in the late 2070's. The city is located a few miles south of Atlanta, Georgia, and is home to nearly 3 million Americans. The CDF helps any faction in need, however its supplies aren't great in number. The western CDF mostly buys supplies from the USCPF, which has kept war between the two factions at bay in the west for the past 2 years. The CDF seeks to form a new, greater nation over the old United States of America.
Hostilities with the USCPF In 2085, the USCPF finished construction of the Masterson Factory. Four years after the USCPF finished construction of the Masterson Factory, it was taken by the Sandsharks and held ransom. The USCPF called in reinforcements and supplies from the mainland in order to launch an anti-terrorism campaign in Pearl City against all hostile factions, including the Sandsharks. A week before the campaign was about to begin, the CDF took the factory from the Sandsharks. Nobody except the Sandshark and CDF authorities knows whether or not the CDF took it by force, by purchase, or was given the factory. The anti-terrorism campaign was called off by the USCPF in order to avert war against the CDF, although tensions have, as a result, risen. The USCPF reluctantly still buys supplies from the factory, along with CDF citizens and Sandsharks.
As a result of the Atlanta Crisis in 2096, a major conflict over resources and land between the USCPF and CDF in Atlanta, Georgia, the USCPF has now split into two groups. As a whole, the USCPF still operates as usual, however the USCPF in the east is at war with the CDF, while the USCPF in the west is not. Tensions between the USCPF and CDF in the west have yet to escalate to war, although it could happen at any time in one of these two major hotspots: Los Angeles, California, and Pearl City, Hawaii.
Masterson Factory The Masterson Factory was built and maintained in 2085 for four years, until in 2089 the Sandsharks took the factory and held it ransom. The USCPF was going to start a anti-terrorism campaign in Hawaii but a week before launch the CDF took the factory from the Sandsharks. It was never known how the CDF got the factory. CDF still own the factory today.
The CDF have a variety of weapons, unlike USCPF there are some exceptions to your choice of weapons. The standard weapons are:
SPR-2kw The SPR-2kw is a semi-auto laser rifle with an integrated silencer. The weapon makes a short and silent sound, and does not have a muzzle flash. It resembles a Levi for the most part, but also looks similar to a PP-19. This is mostly because of the handguard, which looks like PP-19's unique drum mag.
LERC-8 The LERC-8 is a bolt-action secondary weapon and it is the only lore-friendly portable railgun weapon that exists in ATF. Upon firing, it's muzzle flash is a solid orange color rather than the normal flash, which is white in the center.
Smith The Smith is a semi-auto sidearm. It is a solid black normal-looking pistol with a short bayonet attachment. Unlike the rest of the standard CDF weapons, it does not use fusion cells. Instead, it is chambered in .45 ACP, based on the Kriss Kard. The weapon has rail covers on each side.
MLIE MLIE: Mounted Light Infantry and Engineers
The CDF MLIE is a division of the main CDF that comprises of lightly armed and non-armored infantry and engineers, drivers, mechanics, and crew. They act as a cavalry, using vehicles to get from one place to another, and dismounting to fight. They also fill the role of vehicle-borne scouts and quick patrols.
LIR LIR: Light Infantry Regiment
The CDF's 21st light infantry regiment was formed 2055, in theory the main intent was to intercept and efficiently eliminate ACMF remnants until the 2060s. Unfortunately because of the low budgeting these units were not trained in tactical movement, so in reality the success rate was much smaller than anticipated. The budgeting for the regiment soon dissipated due to the overwhelming failure rate, and the section could no longer keep afloat, which meant it had to disband.
By late 2089, the CDF took up the cause to bring back the regiment, in order to help both their offensive and defensive capabilities; (the regiment's common defense strategy was to intercept and eliminate factions preparing to raid and pillage) this fear was influenced by the recent loss of USCPF's Masterson to the sandsharks. By 2090, the regiment was reformed and remade, even renamed to the 22nd Light Infantry Regiment. Though the budget still small, the units were trained on a higher level than the original 21st regiment, even being taught tactical movements to improve overall performance on the field. In 2096, shortly after the atlanta crisis, the regiment's budget was increased significantly to help the war efforts on the Eastern front, they were now extensively trained on tactical movements and trained in guerilla warfare, due to how far they go past enemy lines, it would be plausible for these units to use guerilla warfare in circumstances that require it. The regiment is now used both as a long range offensive and defensive unit.
USCPF
The USCPF has been around ever since 2033, making it over 60 years old. Over the years, it has helped develop new cities around the war-torn USA and has a constant flow of fresh supplies from well-protected factories in the American midwest and northeast. The USCPF prefers helping only close allies but, is willing to give medical assistance and nourishment to the residents of impoverished areas.
The USCPF is a fighting force (like the CDF) with roots in the pre-war Department of Defense, and are currently the most technologically advanced faction in the wastelands. Their aim is to eradicate Mutants and prevent the spread of the RAD Viruses as well as preserving the Pre-War American Lifestyle and Government.
The USCPF’s way of going about things is usually traditional to pre-war U.S. military - still keeping functioning bases, boot camps, etc.
Fort Outlook This base was built and is maintained by the USCPF. Many of the local merchants suspect that this fort is stockpiling supplies for its own residents and soldiers, in the possibility of a war starting in the west. This fort is very well-fortified, well-supplied, and receives weekly shipments from a small group of UR-22s from the US mainland. It has howitzers pointing at both the Masterson Area and at the Waipahu Area. Fort Outlook is also equipped with two CIWS (close in-range weapon system) which is hardly ever used by the USCPF.
ASR-50 The ASR-50 is a semi-automatic, anti materiel rifle, with a ten round capacity. As its name implies, it fires a .50 calibre bullet. It is a sniper rifle, with all the features of sniper rifles. It is based on the AS-50.
Levi-3 The Levi-3 is a personal defense weapon, and like all such weapons, fires in semi-automatic from a twenty-round magazine. It has an attached flashlight as a feature.
Mendel The Mendel is a 10mm Auto sidearm, with an 11 round magazine. It’s no different from most others, besides possessing an attached flashlight, just like the Levi-3.
UR-22 The UR-22 is short for Utility Retrojet-22. A large aircraft capable of holding many troops, the UR-22 is mainly used in air transportation. However, it is equipped with a .50 cal turret on the front, controlled by a gunner in the cockpit.
VTOL A VTOL is short for Verticle Take-Off and Landing. The VTOL is a small drone armed with a forward facing chaingun (much like the UR-22) and is very rarely used by the USCPF.
Other Vehicles Land vehicles include Humvees (unknown variants), transport trucks, tanks, and APCs (unknown variants).

ACMF
Pre-Flash The US invaded North Vietnam in early 1969 in this timeline, and destroyed the communist regime. This angered China and the USSR and sent the two sides into an arms race lasting only a few months. Most of the NATO and SEATO nations armed themselves as well. The US built up forces in North Vietnam to further exterminate the old Vietminh.
Fearing that the US was planning an invasion on Guangzhou, the Chinese, with the help of the USSR, invaded North Vietnam in February of 1970. The US was pushed from North Vietnam in less than 2 months. The ACMF (Asian Continental Military Force) and the US reached a stalemate over the border between North and South Vietnam in April of 1970. The US, fearing another stalemate with the Chinese like in the Korean War, built up one of the largest invasion forces it's ever built along the border of South Vietnam.
The North Vietnam relinquished its independence to the ACMF in exchange for insurance of survival. Fearing the US proximity to China's new borders, and the extreme surge of American troops, Russia launched two nuclear missiles at two US bases along the North-South Vietnamese border in June of 1971.
The US, outraged by the willingness of the ACMF to use nuclear arms, launched five missiles at ACMF bases in North Vietnam. Angered by the death of hundreds of thousands of soldiers and citizens, the ACMF launched all of its missiles at the US mainland. The US picked up the missile on radar, and fired all of its missiles at China and Russia. To the post-Flash population, not much is known about the ACMF, other than the nations they consist of and that they were founded to resist the North Atlantic Treaty Organization's influence. Due to Russia's size and China's population, they comprised of most of the ACMF's force.
Post-Flash
The ACMF was a strong force before the war, and they had launched a large-scale coastal invasion on the USA before it had struck, but the nuclear strike destroyed the ACMF, leaving most of the soldiers who made it through on the coastal invasion in the wastelands of the USA.
Sandsharks
This faction is a gang of bandits, mercenaries, thugs, and merchants, and only exists in Honolulu, Hawaii. The Sandsharks are responsible for many raids and illegal trades on the black market in Pearl City. They prefer the CDF, however they dislike both the USCPF and CDF.
They have a special motto as well, which is “Welcome to Our Waters”.
The Sandsharks were founded before the ACMF disbanded. It was NOT founded by ACMF, the children of ACMF remnants joined afterwards before and after they were fully disbanded. Some Sandsharks have ACMF nation roots, speaking the languages of their ancestors and wearing ACMF attire (berets). Being bilingual has made many Sandsharks great merchants and/or translators, though many more Sandsharks do not have ACMF nation roots.
Stoeger The Stoeger is a full-length blued double-barreled shotgun. Being a double barreled weapon, it has two chambers that can hold two shells.
AN-94 A black polymer and blackened steel Russian assault rifle, with a flashlight. In terms of features, it's comparable to the M4A1. It has a twenty-round magazine, and a scope bound to T. Unlike its real life counterpart, this AN-94 does not have the distinctive canted magazine.
Patriot One of only two revolvers used, the Patriot, along with the Peacemaker, is a distinctive weapon. It can contain four large slugs, and has no other special features.
Mutants
Mutated Refugees
Mutated, but not without help. If kept separate from other mutants, and if vaccinated with RAD-X, they may be cured enough to live life at least somewhat normally. They are a diplomatic bridge between humans and other mutants.
Irradiated
These people are mutated, and they may be beyond help. Most suffer signs of radiation poisoning, and most will be slightly radioactive themselves. They may, however, be curable, although this isn't a rule.
Marauders
Mutated beyond help, these former humans retain a semblance of intelligence, and are the natural leaders of the mutant hordes.
Sluggers
These few unlucky souls are unable to be cured. They are rare, due to the decay of fallout, but they do exist. Most retain their mind, but some may be feral.
Crushers
Extremely strong in both forelimbs as well as extremely fast, they can deal fatal blows.
Hitmen
Extremely strong in only one limb, this limb can deal a fatal blow.
Ferals
These unlucky souls, while not dead, are not human anymore. Living like animals, they may be fast, they may be strong, they may possess incredibly good night vision, but all are dangerous.
Sapien
Feral. Retain no intelligence, or indeed any semblance of humanity besides most of human body structure. Usually.
Leacher
Similar to Creepers, these small and hard to hit mutants can shoot airborne spores containing the virus up to five metres away. Unlike creepers, they have two heads and only three limbs.
Creeper
Similar to Leachers, these small and hard to hit mutants can shoot airborne spores containing the virus up to five metres away. Unlike Leachers, they have only one head.
Locations
Pearl Wasteland
This area was once a piece of the Masterson Area of Pearl City. It was completely flattened when the two nukes exploded, leaving it defenseless against the eroding sand that comes in with every flood that Honolulu is subject to. The area is covered in a thick layer of it now, estimated to be at least twenty feet thick, although every once in awhile, a hole in the sand opens up that leads to the ruins beneath the wasteland. It's home to Fort Outlook.
Fort Outlook
This base was built, and is maintained, by the local USCPF detachment. Many of the local merchants suspect that this fort is stockpiling supplies for its own residents and soldiers, in the possibility of a war starting in the west. The fort is very well fortified, well supplied, and receives weekly shipments via a few UR-22 drop ships, from the US mainland. It has a few howitzers pointing toward Cranetown, as well as the Waipahu Area.
Masterson Valley
This area was once filled with water and acted as a dock, capable of holding up to five ships, of which three could be docked for refitting or maintenance at any given time. After the war ended, the water had filtered out of the shipyard for unknown reasons. This area has since grown into a lush, tropical piece of Honolulu's environment. It's home to the Masterson Factory, which produces all of Pearl's clean water, fusion energy, and mechanisms, supplying equally to every faction, regardless of who's sided with who. Supplies aren't free, but are fairly cheap bought from the factory. Near the factory there's also an underground warehouse containing both supplies for the factory, as well as pre-and-post war technology and weapons and ammunition. The factory also stores things it doesn't immediately sell here.
Main - Turndown Street Intersection
This area is fairly dangerous. Quite a few gangs, including the sandsharks, lurk around this area. It houses many office buildings used for black market shipment, such as the mall, hotel, several restaurants, and a few office buildings.
Beach Overpass
The Farrington Overpass is seen by many as the unofficial border between Sandshark territory, and that which the CDF holds. There are quite a few military relics sitting on it, left right as they were when the war ended sixty years ago, including a small Zumwalt-class destroyer, the "USS Erwin". In Frost the Erwin is floating right beside the overpass, and in Rain it sits some distance away, bottomed out in the harbor just to the southeast.
Crane Town
Like the countless thousands of scrap towns located around the US, this town is owned by the CDF, and is home to a large portion of the residents of the Masterson area. It is more fortified than most scrap towns, being built in a pre-war high rise under construction, and with a strong frontal gate. These are necessary precautions, seeing as the USCPF has a few artillery pieces pointed generally to where the town is. The residents of the town fear that the USCPF is keeping a few of the higher-quality shipments from the US mainland for its high ranks and governor. It's visible from miles around, because of the old rusty tower crane at its centre, where most business takes place.
Weapons
M4A1
The M4A1 is a semi-automatic carbine equipped with a forward grip, flashlight, and a scope that is bound to T. It is is very similar to the AN-94 in the fact that they are both equipped with scopes, flashlights, and they both use a twenty round magazine.
M1014
The M1014 is a pump action shotgun that holds six shotgun shells. With this being said it is safe to say that this must be a after market civilian model converted to be a pump action shotgun. This particular model appears to be a M4 Super 90.
MK23
The MK23 is a semi-automatic pistol that holds 10 rounds.It is nearly identical to the HK 9mm other than a slight difference in appearance.
TSR
A scoped rifle with a three round burst, laser sight, a flashlight, and a 21 round mag, with a black coat. It's very similar to the design of an M14-EBR, in look, and in firing.
4-Gauge
The 4-Gauge is a pump action shotgun, with a wooden stock, a flashlight, and pump, with 6 rounds. This is rare amongst other weapons in the ATF universe. It also has a firing sound which is quite unique amongst other guns.
Mendel-11
A semi automatic, black coated, pistol with an 8 round magazine, and a flashlight. Other than having a bulky appearance, this pistol is hardly different to any other pistols. This is the only weapon in the ATF universe to have a silk hand guard, the same kind of silk used in the Crane Town Clinic.
Tomahawk
A rusted, small, tomahawk. Unlike any weapon in the ATF universe, this melee weapon is throwable, making it a very effective weapon at not only short range, but long range as well.
Bow
A classic, wooden, and large bow, equipped with a flashlight. Some people’s bows have modifications, too, such as the whole thing being made of metal, most likely scrap. Others add a scope to theirs. (All modifications have to be approved by the GM.)
Knife
A small, rusted, and portable knife. The knife's real life counterpart is a combat knife, hinted by it's size, and the blade on the edge of it. There are usually two ways that people attack with them. One is to use a normal stab, and the other is a forward lunge, along with a stab to the side.
Jorgen
The Jorgen is a bolt-action primary repeating rifle. It's real life counterpart is the Krag-Jørgensen, a Norwegian rifle created in the late 1800's, and the rifle which the name "Jorgen" originates from. Other than that, it has a standard muzzle flash and works like a sniper rifle, excluding the scope.
Cutlass
The cutlass is a secondary melee weapon. It is a short, but broad blade that reportedly had been invented by Pirates in the 17th century. Like the knife, there are two ways people normally attack with it. The first one is to swing the cutlass, but the second one is a charge-and-cut manuever. This weapon was introduced a century before the Industrial Revolution.
Peacemaker
The Peacemaker is semi-auto sidearm. "Peacemaker" is a nickname given to the Colt Single Action Army, a revolver introduced in the late 1800's. Despite being a different model, the Peacemaker works exactly like the Patriot, the only difference being the muzzle flash being orange for the Peacemaker and yellow for the Patriot. The Peacemaker could be a modified pre-war working replica of the SAA that has the ability to be fired in double action. The revolver also has a swing out cylinder, which is refilled by a speed loader while the real life counterpart is unable to do that.
GDK-47
The GDK-47 is a primary weapon which is most likely an AK-47. It has a gold camouflage skin and a red dot sight on the rail. It’s only just begun to crop up around Pearl City, and not many people have it. (You must have a very good, GM-approved reason for owning this gun, otherwise I’ll say no. Arguing will result in your character being denied and/or you being banned from the roleplay.)
