In our defence, to magically know that Vestec would have done nothing bad despite threats to do so and barely a clue to the contrary would have been metagaming of the highest degree. Maybe we could have guessed that he was bluffing, but being Vestec, there was still a good chance he would carry out the brutal and vicious extermination of everything in his path, even if he did initially intend for it to be a bluff.

This House was to mainly be composed if Azibo and Ogru. The Ogru were being bred in massive quantities, but were kept in the in the mountains.

If you just don't call his bluff and do nothing, he'll self balance. I think I had this argument with Vakarion's owner early into the RP (right around the moon kick?). Vestec balances out until you do something that makes him want to piss you off or prove you wrong. Example: The Aftermath of Logos' push against Jvan, Vestec, and Zephy. Before that the Chaos was reasonable. After that it started trying to infest everything and anything.
So as long as you say 'Bet you won't!' He'll balance it out. That's what happened last RP. Everyone fell into one of four camps;
Didn't care: Arguis, Ferghus, some other's whose names escape me.
Was already corrupted by Vestec: Astarte, Ialu, Thulemiz.
Was just as bad as Vestec: The Dragon God, Vowzra.
Stopped fighting him: Escre, the Sanguine Communion.
So Vestec made an order of Order to fight all his Chaos and others that were running around.

Even the normal, reasonable, non-sinful and focused Azibo have a difficult time controlling a small handful of them. Massive quantities? Yeah death. The City state would be destroyed. So if Sin likes having Xerxes massively destroyed by a horde of Ogru, sure go ahead!

Well, in this case, Vestec was messing with stuff Teknall wanted to protect (same with Toun). He could have waited and done nothing; thousands of Hain and other sentients would be slaughtered, but Vestec would eventually get bored and stop, and there would be peace. But Teknall's not the kind of guy to stand by and do nothing.

Their few actual places populated enough to be considered towns and not outposts are deep inside the Iron Heart Mountains, and slowly expanding outwards. Amestrises Armies are just Goblins and Humans right now, with a few trolls and a handful of Azibo.

I asked this before, and made an embarrassing mistake, but how developed is the city?
Is it a large cluster of clay huts, some of them 2 stories tall? Or a bunch of loosely packed buildings? Or something else.

Most were organized to be 2 story clay buildings with flat roofs. These are closly packed together and organized to forms streets, blocks, and alleyways, which are slowly being paved with smooth limestone or granite. The only 'huts' left are that of the orginal human and hain builders. Tedar designed Xerxes to be aesthetically pleasing with the help of Amartía.
