What about a NRP where everyone lives in a mountain facility on a oceanic planet?

This idea is loosely based on a faction/place I made in Jericho Road. That place being the concrete mountain of purgatory.

However Purgatory in this setting will be a volcanic island in the middle of a seemingly endless ocean (for purgatory takes place on a oceanic planet, there's no part of this world with the richness of purgatory- just some icebergs and other dead islands. There's lots of food out there, however). This is not just any volcanic island- it is an island that is heavily built up with mazes of artificial tunnels, underground cities and runaway jungles. Large natural cave systems and volcanic vents.

In the bowels of purgatory multiple factions vye for the core, the machine at the heart of purgatory is what controls the drones which roam the mountainside.

Strange races of man occupy different levels of purgatory, all of them must be humanoid for they are distant cousins of humans.

Tech level is slightly more advanced that today's tech, so rail guns and gauss weapons are options. However, tech is skewed and developments in vehicular travel are weak. Technology is black box in general, so securing technology is as crucial as securing food and key hubs of purgatory. Many parts of purgatory are wrecked from historical warfare, cave-ins and disrepair that exists even as the drones try persistently rebuild.

Mount purgatory isn't tiny as far as volcanic islands go, it's around the size of Sicily with massive amounts of space within the vast networks of tunnels within.

The history of purgatory is in the dark. At some point the founders came here, than inexplicably everyone was abandoned. Why? Your cultures will have their ideas I am sure. Either way it's a long time since the period of time purgatory was originally urbanized. For after centuries superstition and low populations have no taken over what rationality that may have once existed.

These will not be terribly populated factions. It's a situation that is basically meant to be a demonic Switzerland as one way to word it. A large city-state here should only have 100,000 people.

Or maybe more since having a dense population, high tech and a small but highly vertical and mountainous space is the name of the game here

Much of the action is underground after all. Everyone is based in purgatory, but colonizing outside purgatory I am fine with just don't make any land masses as large as purgatory. Any historic urbanization behind outposts from centuries ago will be examined when brought up. But the focus of the NRP is on neotribal politics in a giant mountain with lots of underground zones and strange locales.
