No. Technically though, since Turboshitter's not approved yet, one slot is open, but he only has one thing to really edit so the odds of stealing it out from under him are low.

Non-Master magi, however, can be apped.

And if any Servant's happen to find themselves Master-less, whether from combat with others or disagreement among themselves, then there is always the opportunity to advance past being simple Magi...
