The whole point of subsidizing transportation for college students(along with other social benefits) is to make college affordable and open for the masses. Not something to bury yourself in debt with for the next 10 years of your life after you graduate, nor something exclusive to the rich, or even the middle class. Tuition is in fact, free of charge within public institutions here.
Hence why charging full price is abuse, plain and simple, and completely invalidates one of the few good, minor things to come out of the government.
