Costume Design Plans: Highly flexible mesh-like clothing that's a lot like the down on a duck, allowing water to bead up and fall right off. Consists of a bright blue hood, with matching chest piece. Grey mesh along the sides of the torso and the insides of the legs. High boots, and finger-less gray gloves.
Assigned Backstory: One day, whilst taking a sunset imbibing walk by the beach away from his parents, Jeff came upon an odd creature. His form was constantly changing, not just morphing but bubbling between watery forms of existence. The creature intrigued him, and upon conversing with it he found out it was dying. Both from being unable to return to the water, as well as from natural physical decline. Jeff said, over and over that he could push the creature back into the ocean. But it waved it away, saying there was no more time. It grasped Jeff's hand quickly and firmly. And almost as soon as it had, it died. The creature melted into water and flowed into the sea.
