Ok. So cloud walking and the teleportation thing are spells. Do you mean you want to be able to teleport other ponies/cast a spell so other ponies can walk on clouds?
There aren't any other ponies, unless you want it to apply to earth-horses, so it seems like a null point. Let's just leave it as it is for now ^_^

Alright. To make a bit more sense in-game, how about he can't cast the spells on anyone else until he understands how their physiology works?

Nope. He can't give someone else his abilities, as that wasn't mentioned in the CS.
