I've never gotten the JoJo hype. After watching a dog get kicked in the face and then later killed, I was just turned off the series. But I'll comfortably watch Frank Castle get tortured to all hell in Daredevil S2, so go figure. Guess I'm more of an animal person.

History:
While Vagrant freely gave his name to the authorities when he was finally apprehended, nothing is really known about him. Nothing regarding him shows up on any database, he has no known family or any real affiliations.

WGUF-What Got You Famous:
Vagrant came public attention following the civil war that resulted from other Rogues attempting to take control of the city. In the aftermath, the Regency Tower in the Deadlands became the squatting grounds for Lochwell Cities forgotten homeless. Returned army vets, drug addicts, runaways, most made their way in some way or another to the Deadlands. It was only a matter of time until the seedier parts of the city began to prey on them. Rape, murder, theft, prostitution, it all went unnoticed in the Deadlands, some even perpetrated by the Brotherhood until Vagrant appeared. He acted as protector of the Deadlands, policing the ruined areas of the city and dealing often fatal justice to those that would harm its denizens.
He would protect and distribute food, even occasionally resorting to robbing medical facilities for supplies or high-end Redwood apartments for clothing and blankets. But certain corrupt members of the Brotherhood began to feel threatened by Vagrant's presence and launced a failed assassination attempt. The result was a bloodbath that left Brotherhood and law enforcement alike dead and Vagrant captured and imprisoned.

Equipment:
The clothes on his back and whatever he can buy, find or steal.

Powers/Abilities/Skills/Talents:
Superhuman strength, stamina and durability. Vagrant is a tank, able to punch through walls, tear off bank vault doors with his bare hands, run for hours at speeds reaching 70mph and leap immense distances without taking fall damage. He can shrug off bullets, knives and blunt force blows.

Weakness:
Vagrant can still drown or be rendered unconscious by gas, although he can hold his breath for up to ten minutes.

Secret Hideout:
The Deadlands.

Relationships:
Vagrant has, or had a mutual understanding with the Brotherhood. Treat the people right and don't bother him and he won't bother them.
@Queentze Awesome! And don't worry, while he has a code he doesn't view himself a hero. If people get in his road, they're dealt with. Cop, hero, criminal, bystander, doesn't matter.

Looking around, Yuri and Evie would see nothing for a moment, just darkness. Neither were in the same place as the other, both being completely lost and totally alone. Around them are the sounds of insects chirping in the night, but the sound was wrong, something they would not be able to place. If either were to look to the night sky for some kind of navigation, they would be greeted by a impossible sight. Where once there were familiar stars and constellations now there were the swirling masses of numerous galaxies, the vast distances between each one barely comprehensible, some even having seemingly collided with each other over what must have been millions of years.

To the right, both would hear the sound of flowing water and upon taking their first steps in their chosen direction, would find themselves propelled higher and farther than they would typically be used to. The thick, humid air would cause their clothes to stick to their stick almost immediately, so thick it would feel as if they were in a tropical rainforest or something similar. At the same time however, they would feel stained for breath, as if there were somehow less air around them. They would begin to feel out of breath before long and slightly lightheaded, but there would be just enough air for them to get by. For how long was anybodies guess.
@murasaki It's my understanding that they're of the Dreamlands. The Dreamlands wasn't something that was created once man started dreaming, rather it's an alternate dimension that is linked to earth with its own unique geography and inhabitants. Each inhabited world is tied to some form of counterpart, at least the way I understood it. Time not only passes at a slower rate in the terrestrial Dreamlands, but the Dreamlands also serve as home to the Great Ones, powerful immortals that make up a pantheon, yet are not true gods and inferior to the Great Old Ones and the Outer Gods, as the Great Ones can be deceived, seduced and even wounded by mortals. To the point where the Great Old Ones and Outer Gods have almost no interest in the Great Ones or the Dreamlands themselves. Because of this, the Great Ones are protected from mortal challenge by the Other Gods.

Either way, I'll probably read over the Dream Cycle tales again just to make sure.
@murasaki It's a place that can be reached from the Dreamlands and can be interpreted as Carcosa. It's my understanding that the Dreamlands experienced by man are uniquely attached to earth, while other inhabited worlds have their own Dreamlands that can be reached, with great difficulty, from he terrestrial Dreamlands.

The question then becomes, is this Carcosa? Or the Dreamlands of the world on which Carcosa is found? If the latter is true, then what laws are different from those that govern the terrestrial Dreamlands?

As for time period, it's a contemporary setting of the current date.

@KindledBeast, I was expecting at least one character with military background and was not disappointed! Accepted.
