So...yeah. Skill 1: It has to have a cool down...of at least 2. May be a small attack but in that case you could make it slightly stronger as it will have a 2 post cool down.
Skill 2: In truth...with that I'd say to add at least a 3 post cool down. It seems like it could be pretty strong and if used every other post would mean the opponent would find it hard to get to you...of course there are likely ways to counter things but still. I will get to another reason for longer cool downs.
Skill 3: Well...if you did make the fireball stronger then this would get at least a 4 post cool down...
Anyway...There are three reasons for longer cool downs.
1. is of course to stop spamming of a same skill.
2. I want people to use the basic skills as much as their Shikai's. I don't want it to come down to two people releasing their Shikai's and firing their skills back and forth at each other, I want them to use their other skills like Kido, Zanjutsu and so on. So in other words longer cool downs create periods of time where the battle could turn and the two fighters actually use the basic skills to fight eachother.
3. Makes it interesting...it means you have to choose your moments well otherwise you could use a skill pointlessly and then suffer a 4 post cool down. This means that you can use tactics to lure them into a trap in which it's pretty much impossible to escape getting hit by the skill. You have to be adaptable in battle and really think about your next move and that to me keeps the fight's exciting!
Of course I know you and I could trust you but that'd be unfair treatment to everyone else who has long cool downs if I made yours the special case. Also I don't think I need to really say but of course you don't start off with Bankai and that we will get to when the time comes, just for now put something like "To be Learned" or something...just incase someone gets confused and thinks people are allowed to start off with Bankai's...I know it could happen...it's happened before xD
