The King looked through countless newspapers of the war and smiled this would be the perfect time to reinvigorate the economy of Zellonia. While Zellonia may no longer have a Grand Armada or Large Army. Being one of the few neutral nations in the world brings new opportunities. Already he has got letter of countries requesting money, supplies and ships. He told the appropriate Ministers such as the Minister of the Navy Hagrefurd Humming who would prepare shipping lanes and get the navy ready to protect supply ships. Along with Minister of Industry Darby Boregard who would speak to factory owners and dock workers on what shall be produced. Though not everyone was satisfied such as the Supreme General Reginald Goring who knew the army would take a backseat even though there was a large and terrible war and we were already vulnerable.
Early June:
After nearly a month of preparations the miniters and royalty saw off their supply ships and people celebrated for money would begin flowing and Zellonia would rise again. Afterwards the ministers had a nice ball hosted by the King and everyone was satisfied even the Supreme Commander for some unknown reasons. Though their were rumors of new weapons in development that could prove very deadly.

Backstory: James grew up in Gotham with his family being part of the working class James had to strive for greatness. He did well in school and was strong but also a capable leader being elected his school president and playing the football team. He became valedictorian before going to college. In college is he studied hard and worked through gaining a masters in finance. After college he returned to Gotham and got a nice position in Wayne Enterprises though in order to rise his competitors needed to fall. So he reached to some old High School friends who didn't do so well after college and was able to persuade them to work for him. Ever now and again some suicide missions are needed and those are saved for the drug addicted, crazies. But he keeps tabs on his friends through the use of his business which may or may not be legal.

As James was walking around and speaking with other influential Wayne Executives he was unable to speak with Bruce Wayne which was the whole reason he came. He was able to see who were the major candidates for the mayoral campaign and who some of the executives supported most were on the fence. He had sat for drinks with others and watch the entertainment hoping his plans tonight were already underway.

The neighborhood where the pack ruled was a poor part of the town. Which made it easy to get new bloods Especially because those in the packs were well supplied with weapons and armor and while they've yet to begun marking territory they were on the prowl.
Crimes
Some of the new blood went around the area they considered their territory and get protection money to bolster income. However 12 of the more trusted packmembers headed to the police conference. They arrived masked and armored. They begun shooting up event and killing police men their main goal was to get the Former Police commissioner.
