Powers: Can produce ice, and freeze most forms of water. Also able to freeze most objects, she can lower the air temperature of everything in a six block radius. (It's hard to really explain the powers)
Skills: Skilled in martial arts, a degree in teaching from University of Minnesota Duluth, basic firearms skills, can staff fight.
Equipment: Carries a device she calls the winter scepter, cell phone, burner phone.
