Fear manipulation sounds too much like the vision quirk for me, and the Radiation one seems not very useful or heroic. You probably wouldn't be allowed into the exams that way. Bullet projection sounds like the most decent one, but it would only be useful in combat situations.
Fear manipulation - Can induce fear in individuals, or remove it. He uses chemicals in his own brain to manipulate the amygdala part of the brain in others. A key drawback is that this power causes lots of stress in his own brain, which could lead to tumors or worse with overuse.
Radiation inducement - Can induce strong radiation in objects or entities which can then be used to cause much more harm, or kill people slowly. Could cause larger destruction by messing with nuclear power stations. Overuse of this power could cause severe cancer.
Bullet projection - Anomalous bones in his hands which can be shot out in a bullet shape in quick succession to cause a deadly effect. Would be as strong as real bullets. However, if he does it too quickly then the bones would not regenerate and draw from the other bones in his hand, crippling it.
