...I'm sorry, but I think we're working with a different set of definitions.

To me, 'muscle control' means knowing what you want your body to do, and then executing that action flawlessly. It doesn't grant your muscles the ability to move at ridiculous speeds; it allows you to have a steady hand, and it works within the limits of your body.

That is something that Mark pretty much has the hang of: he has plenty of time to fine tune his movements as they happen for him to have pretty good 'muscle control'.

His problem is that if he tries to move beyond the limits of a normal human, then his muscles will tear themselves to shreds. My first solution to that got rejected. Thats fair enough; I can see how an unknown like myself (my second RP) would not be the most trustworthy person to give a power that relies on limits to keep their character from being OP. So, my second proposition is that his muscles can just become very resistant to tearing by increasing how flexible they are, although now that I think about it, elasticity may be the better word.. That will allow him to move his body as fast as he wants without causing injury to himself, but stops him from being durable to anything else. As in the force of drag could rip the skin off of him if he doesn't keep himself at a manageable speed..

Well the way I see it, enhanced muscle control is more of a skill than a power.. And that wouldn't burn him out.
Is my power revision acceptable? It keeps the speed, but takes away the durability.
Alright, I've had a long hard think about what the hell Mark's power is going to develop into, and I've come up with flexible muscles.

Again, they will take energy to activate, but they can move as fast as he wants them to without causing damage. How fast he moves them depends on how much energy he puts into them. However, if he were to land a punch at 1000mph, his fist would turn to dust, and there is no way to counter that. However, using this energy doesn't really tire him physically, but mentally. He'll still be fit as a fiddle, but he'll still feel exhausted.

Is that better?
Ah, Agent FallenSoul.. Mark would have done his observing within a second or two, so he wouldn't be staring :Z

I'm going to put in one last defence of the connection between control over your perception of time, and effectively supercharging muscles.

The reason why he has control over his perception of time is because every nerve in his body sends signals equal to the speed of a wire. On average, that is about 300000 times faster. As a result, he can effectively make his perception of time just under 300000 times faster. That was my original concept for this character. For this RP, I have made it so the power will develop so not just his nerves are affected, but his muscles as well. Now, to balance the fact that his muscles would become super freaking strong and durable all the damn time to keep up with his speed (which would be blatantly OP), I've elected that it takes energy to 'activate' them to be durable. How much energy is put into them determines how durable they become, etc etc.

So the power is completely related: it just starts with his nervous system before moving onto the muscles. I'm defending this because it is going to be freaking fun to play around with a guy who has broken a limitation that he thought would be impossible to break: to move as fast as he can think. And he's an impatient guy, so that can play into his character quite a lot, and turn him into a bit of a cocky prick. At least until he learns of the severe drawbacks of using it. My plan was that when he first uses it, it will be when he can't avoid something that will kill him. He watches it approach him helplessly, as he can't move out of the way without turning his muscles to mush. Then his power activates, and to his surprise he moves, and his leg feels like it is literally on fire. And thats just from one use. And that would have opened the floodgates: he'd have to learn not to use it to stop himself from causing unnecessary strain to himself: typing too fast would tire him out pretty quickly, etc etc.

I'm trying to balance this by making its limitations so damned severe. But if you really, really want me to change it.. I guess I have no choice ._.
I can't think of any other developments :|

And an invulnerable speedster is his ultimate potential.. Which he will never reach, because he will turn to ash first. That much power needs a lot of damn energy. And those reserves run dry. But if you seriously don't like it, I will change it.

Pretty much dead on. Only from what I've seen, The Flash doesn't really have any real strength: he just moves fast.

And that irks me. If he can move at the damnable speed of light (which Mark can't even get close to, don't be ridiculous) then why can't his punches, which have mass, have the right amount of force? And how the hell does he know what he's doing unless he's seeing everything in slow motion!!

Mark is effectively a more realistic flash. My original concept of the character only had limited control of his time perception, but seeing as there was a guy with omnikinesis, I beefed him up a bit for this RP :)

Mark didn't mind being cut off if this was what he came out with. For the first time in a while, he got sucked into the conversation. He didn't obsess over details, he didn't worry about what would be the best thing to say; he just spoke. And quickly, before someone else could cut off this discussion thread.

"Oh really? I'm pretty sure there isn't anything that I could improve on my power either! It's not.." He paused for a second, as he realised the gravity of the next few words would have as to what he would claim his power was. And yet he went on ahead and said it anyway.

"..exactly passive though. I've got pretty good control over it.."

Oh great, you got carried away. Now they're going to ask you what it is because you freaking well brought it up.
Although, I suppose it was just a matter of time until it came out. Screw it, I'm just going to come clean.

Ah.. I think I see the miscommunication here. By slow time, I mean he slows his time. I'm just using it as shorthand for his perception of time: I'm not shortening it to PoT, cause that could mean something else entirely XD

And it's only outright invulnerability to a limit. When that limit breaks, he is pretty much immediately dead based on the speed that he could be going at. Now, the size of the limit varies on how much energy he puts into it. How much energy he puts into it determines how long he can keep it up. For stuff thats not particularly fast, he could keep it up for longer. For stuff that is incredibly fast, it would be for a fraction of a fraction of a second. And as I've said, it freaking hurts to use it, and that pain is just going to get worse when he wants to do stupidly fast things. It'd be like he's pulled a muscle without the actual damage: it makes it borderline unusable.
