"I promise you all, I will keep the Japanease a Republic, I will never let the Nazis take over again but even with this, people still rebel, Nagasaki and Hiroshima say they want the Nazi government back, well here is what I say to them, I will have my advisers vote, but why not have states, it works for the UEAS, maybe it will work for us. These states would be able to make there own laws, and they could elect there own leaders, but each leader would only get 8 years in office, with a total of 3 possible terms" stated Josef the 2nd to a reporter, "And if they are elected, they would have to get a Governor Name, it is like what the popes do, they change there name while they are the ruler of that area. By the way, the voting between the advisers happens in 1 year".
