I also only see one master up as of now. So unless that gets sorted out we won't be starting I assume.
If the Executor is the Overseer, it may be prudent for him to waiver the 18 command seals he has to deter combat from the get go.

@Sublimation I think he/she meant those not involved in HGW, like Shirou's friend from student council or the archery club prez (forgot both names).
Hence why I asked if he meant supporting characters. Well anyways that matter got cleared up.
Technically the only non NPC in a VN is the main character. Did you mean supporting characters?

The sixty years thing is so that the greater grail system absorbs enough prana to restart the grail war ritual. Since this is a new grail in a different location then perhaps magical energy was supplanted aome other way. Or maybe the lesser grail was destroyed without being emptied.
