I'm interested in playing a fallout RP set in a second Confederate States of America, based on the historical rebellion of 1861-1865. The only difference is that slavery isn't racial here- they'll enslave anybody. White, Black, Ghoul, mutant etc. the main thread is the political machinations surrounding a vote in the Confederate Congress regarding the future of slavery in the CSA. In the meantime bandits, escaped slaves, criminal organisations, Enclave operatives, and unnumbered freebooters and mercenaries make this second Confederacy every bit as lethal as the first.

Artefacts

Artefacts are ancient and mysterious objects that grant humans incredible powers. Control of electricity, fire, telekinesis; these are just a few. People with these powers are called “augmented”. And use of these powers can come at a terrible cost to body and mind, if used to excess.

Dramatis Personae

Illuminati

Special Agent Brendan Kingsley

Federal Agent in charge of the Carver Bay office of the Department of Homeland Security. As such he fights terrorist threats, conducts investigations, and the like. He is a dedicated and patriotic American.

This is a front. In reality Kingsley is a operative of the Illuminati, and has been for many years. Along with FBI agent Karla Van Houten, they manipulate and control law enforcement on behalf of their masters.

Agent Karla Van Houten

An FBI Agent out of the Carver Bay office. She is an Illuminati operative, and along with Brendan Kingsley gives out missions on their behalf. Van Houten is augmented with the power of pyrokinesis, and can control fire.

Sam Castillo

Owner of Castillo Cabs, Carver Bay's largest taxi company. He is an Illuminati operative who uses his position to transport his allies around the city.

Cerberus

Adam Mercer

Leader of Cerberus in Carver Bay. He is the CEO of Mercer Corporation, a large banking and pharmaceutical company based Downtown. He is augmented.

Robert Mercer

Brother of Adam Mercer and Head of Security for Mercer Corporation. He is Cerberus' main enforcer in the city and hands out missions on their behalf. He is augmented, and abuse of his powers-in his case control of electricity- has left him terribly scarred.

The Watchmen

Gunther Kellermann

Leader of the Watchmen in Carver Bay. Originally from Berlin, he moved across the Atlantic after becoming augmented and inadvertently destroying an apartment building. He operates out of the Arsenal, a military antique shop that serves as the base for the Watchmen. He gives out missions.

Tom Carson

Second in Command of the Watchmen. He emigrated to the US from Belfast in the early 2000s, and has established himself as co-owner of the Arsenal antique shop alongside Kellermann. He is augmented.

Amanda Teller

A Watchman (or watchwoman) responsible for communications and hacking. She is confined to a wheelchair since a duel with Robert Mercer left her with horrific injuries.

Carver Bay Police Department

Chief James Delaney

Corrupt and ineffectual head of the police. Although he isn't actually in the pockets of any of the shadow organizations in the city, he is so corrupt that he will literally sell his own family.

Lieutenant Gary Leroy

Chief Delaney's go to guy and disciple. Leroy gives out missions on behalf of the CBPD's corrupt leadership.

Sergeant Dan Garrett

Officer in the 39th Street Precinct and one of the few honest cops left in the town. He gives missions to try and clean up the streets.

Carver City Places of Interest

FBI Offices

location of the FBI offices in the city. Agent Van Houten can often be found here.

DHS Offices

Location of the Department of Homeland Security Offices. Agent Kingsley runs this office.

CBPD HQ

Headquarters of the Carver Bay Police Department. Chief Delaney works here.
Mercer Corporation Building

The HQ of the Cerberus front company. The Mercer brothers work here.

The Arsenal

Military antiques shop run by Gunther Kellermann and Tom Carson. The Watchmen HQ is located in the basement.
