Like I said, dead people need special circumstances to even stay in our world, either that or they're reborn. So, Noct here probably pissed off the Goddess and the Goddess punished him to roam as an familiar for the foreseeable future. It's not like he can't get another body, it's just really hard to make one.

Well yes... But unlike humans, their connection to the world and the way they use magic are way better than humans. They can cast without a chant, just with their mind, not only that, they're many times more powerful. There's texts that say that there were several divines in the past that used to rule countries and a war would move and shape continents.
