First Time

Hey,
I am extremely new to RPing, and was wondering if anyone was interested in a fight(?). I have a character, here he is:
Name: Rick Goings
Age: 23
Gender:M
Race: Human, but a slight mix of dwarf is a little obvious.
Personality: Rick is a generally happy person, but not too bright. He always has his buddies back even, though it might not be the smartest, legal-est, or safest decision. He has a short temper.
Appearance: A shorter man with brown hair and stubble from the beard he shaves of constantly. He dresses up in "country", or western, attire, even though he's always lived in the city. He has an ugly, red cowboy hat that you'll never see him without.
Abilities/Weapons:
-He is able to shape-shift into most animals, living or extinct but, once he does he is stuck in that form until he sleeps and wakes up. (He studies a lot about animals because of this.)
-He has a magical dagger in his boot that he uses just in case. (The dagger only shows up in his boot when Rick reaches for it.)
-Rick has a rapid fire assault rifle that shows up out of nowhere when he needs it, has unlimited ammo but, it over heats if he shoots for over 5 minutes (Or 3 posts) and he can't use it. (Similar magic to the dagger.)
-Rick can go berserk where he has the strength to lift about 500 pounds, plus the strength of his current form(So if he is an animal that already can lift 500lb, he can lift a 1000lb),for about an hour but, afterwards he is out cold and looses his short term memory and is in critical condition.
-Rick has that is average for a man who regularly works out, unless if he is an animal, he'll have that animals average strength.

Here are some rules/standard I kinda want to have. =D
-Please keep cussing to a minimum. (You still can, but I prefer not.)
-Same with profanity, nudity, ect.
-PLEASE, have fun.
P.S. I have been told to limit to a tier three (I am guessing that is where my character is at) so, please choose a character about equal to mine.

Personality: Morgur, like many other grunts, was bred to fight and kill under the command of his overlords and he follows their orders without question. He’s a cruel, sadistic creature who takes nothing but pleasure from violence and bloodshed.

Powers/Abilities

Physical enhancements – As a demon bred for battle, Morgur is stronger and faster than most humans. He can lift up to 1500 lbs and can sprint at up to 40 mph. This in extension also makes him a better jumper and climber.

Stone skin – Morgur’s skin has a hard and course consistency similar to gravel, greatly increasing his physical defense. His head is also covered by a thick external skull, for additional defence.

Fire breath – Morgur can spew fire from his mouth in a narrow cone up to 15 foot far. He can only do this for about 10 seconds at a time before having to recharge.

Equipment

Black steel battle ax – Heavy, but otherwise mundane.

Ironwood shield – A round shield made of wood that has been petrified to make it stronger and more fire resistant.

Basically, the grade of how powerful, be it mentally, physically, or magically, or a combination therein, a character is.

Level 1 || This is the general human level, encompassing the power attainable by the average Joe and is limited to the most basic of technological weapons, like guns, crossbow and knives—maybe even a scooter if in the wrong hands.

Level 2|| Human abilities at their peak, but still nothing overtly supernatural. Examples would be a genius IQ, very minor spell-casting ability (I’m talking sparking dried brush into flame). Technological objects such as laser guns fall under this level.

Level 3|| Genetic, cybernetic, divine or magical enhancements that allow you to run as fast as a sports car, jump anime style, or bench three-hundred pounds without breaking a sweat—as well as other physical modifications of that level. Dexterity level equal to an expert marksman, low level psionics and spellcasting ability, super-genius intelligence quotient and martial arts master are other examples of Level 3 abilities. Equipment falls under the same range of power.

Level 4 || Examples of Level 4 powers and abilities include Mad Scientist level genius and scientific ability, long ranged telepathy, magical powers that to not involve a divine patron, and the ability to shoot flaming bats with magic arrows of light without the aide of that damnable fairy partner. In general, the range of ability to be expected from a Jedi Padawan of Star Wars or a Gennin Ninja of Naruto—as well as the use of cybernetics, alchemy, and so on to simulate any of that.

Level 5 || The basics of nano technology capable of regenerating minor wounds, or alternatively wizardry or clerical ability capable of the same. You can pilot your own short range star fighter and have access to technology so advanced as to be almost magical in nature. The ability to fly for any reason you can think of that makes any rudimentary amount of plot logic. Your character may have the reflexes and skills of an elite Jedi Knight, the speed of Saito Hajime, and the power to take down Trinity of The Matrix with ease.

Level 6 || The ability to heal major damage taken bother personally, or by others, through the method of your choice. The charisma and influence necessary to muster an army of elite soldiers, and access to the technology needed to build and operate a small space craft capable of interstellar travel (or a magic dragon from the future, whatever floats your boat). Your powers and skills rival those of Gandalf the White, Obi-Wan Kenobi and Himura Kenshin at their best.

Level 7 || Personal shielding and an Imperial Star Destroyer for a flagship; computer expertise that can take down Borg Cubes, and you may have weapons so slick and high tech that they make the ladies hot and bothered. You can distort space-time at will with your magic, enough so to influence events worlds or even years away, and your physical strikes can no longer even be seen. Armies of grizzled veterans--wearing too much steel to stand up on their own—will carry your banner to war and ride really expensive looking horses across the battlefield. You could out gun an Agent in the Matrix or beat him down with your martial arts, and powers and abilities compare to Mace Windu of Star Wars, Ultimecia Final Fantasy, and Hyuuga Ricdeau of Xenogears.

Level 8 || The firewalls of the Death Star and Magi Supercomputers fall with ease before your unbeatable hacking skills. You can repair lost limbs and destroyed vital functions expediently. Your powers can cut down small armies, and shield you from the effects of nuclear weapons. You are no longer merely limited to visiting other worlds and epochs from afar, but may now visit them personally. Powers are of comparable scale to Marvel’s Magneto and Doctor Strange.

Level 9 || That your powers rank less then omnipotent and have finite energy requirements are essentially your only restrictions at this point.

Level 10|| Anything becomes possible within the restraints of the rules of the forum and common sense.
As far as characters and abilities go, let your imagination free, as long as it isn't too OP.

What Alpha stated...generally most people tend to fight in the first 5 tiers because they are the easiest and the ones that people can easily visualize without becoming over-powered in the actions that constitute the fight.

Onverlict, a magical black hand and a half sword that can cleave through mundane material with ease. It can also rend through magical or magically reinforced items with some effort.

The shield of the Wolf Kin is a triangular shield that can resist the blows of ogres, and when used as a weapon can rend granite with relative ease, the greater the block of stone the longer it takes to get through it. The shield also grants the user the ability to trot at a loping pace; this gait can be maintained for hours at a rate of 5 miles per hour and allows the wielder to cover great distances. On bare paths, the shield bearer can quickly achieve speeds of 31 miles per hour. In a flat out sprint the shield wielder has running speed of 43 miles per hour. The shield bearer can leap 16 feet horizontally in a single bound, and can maintain rapid pursuit (of 43 miles per hour) for at least 20 minutes.
