The newly elected president was sworn into office. As with all presidents he went through the usual early term education. He set about the task of appointing his Cabinet and having them confirmed. The man he appointed as Secretary of Homeland Security seemed like an unlikely candidate. However, he was confirmed faster than most.

Jonathan Miller confirmed as Secretary of Homeland Security by the Senate. As it would so happen he was an engineer and very high security clearances. The one thing he was not, was a politician.

A bomb is detonated in the US Capitol Building killing the President and most of the line of succession. The Secretary of Homeland Security is 18th in line. Jonathan Miller has had just over a month on the job, a month in politics. But he is the new President of the USA.
Jonathan Miller survived three assassination attempts during his career. He served almost two full terms. He became the first president elected while running on an Independent platform in 2028, but by a very narrow margin. He was ineligible to run again in 2032. During this period Duncan became National Science Advisor during the first term and Special Advisor to the President the second term (both positions unpaid). His appointments were made by a special appointment passed in both House and Senate. He worked closely with the DoD (FBI, CIA and NSA) in an advisory capacity.
The office of the President passed to a Republican once more. Halfway through this presidency with foreign conflicts on the rise again and an all new tech war beginning. Duncan was named as Secretary of Defense. In 2034 Duncan announced his bid for the oval office. He won by a modest landslide. His inexperience in politics and his youth worked against him. But the incumbent president chose not to run for re-election over a matter of health issues. But he still won by a 19% margin of the popular vote and by 10% of the electoral college as many electors voted contrary to their party.
At age 36 he is the youngest elected President in US history. He has his work cut out for him. In 2019 the National Debt was $22.546 trillion. It is now at $45.632 trillion. Welfare spending now at 12% of the GDP. Military spending has jumped during the last four years. Taxes have risen. The economy has slumped. Unemployment at 12%. (These statistics are a little misleading.)
Your Character
Your character needs to be a lady with access to the President. One possibility is suggested by the movie The American President - a lobbyist. He won’t violate ethics. He’s way smarter than his movie counterparts. He’d have your character vetted thoroughly. She might even have been a Secret Service agent who fell in love and resigned from her role as a bodyguard for the sake of ethics. Or maybe she was a scientist. (Duncan never gave up his research. He owned a think tank.)
Plot
I can think of several possible plots. One possibility is to back up to his time as Sec of Defense and become a part of his decision to run for office. Your character would have to be sterling enough to meet the criteria for a First Lady. There has been only one First Lady not born in the USA. And they need not be married yet if that is part of the plan.
Aside from the romance, there are the political issues, national security issues, etc.
