The world is divided. Some areas are hugely advanced while some are still stuck in the medieval. The Mercenary Inc lies in a Cyberpunk city, but that does not mean everyone is technologically advanced in the company. Some people use Plasma swords while some still use Spears and shields. I don't have a story yet but if this gets off the ground I will try and put something together.

Maybe the medieval culture actually has a fanatical devotion to magic, and shuns technology on principle. That would explain why there's a massive technology gap.

As for steampunk: Probably exactly as you said: cultural preference more than anything. Probably steampunk tech can do most of the same things as cyberpyunk, just in a much different way.

Mistvale(an allusion to the ever present steam clouds in the air)

Magical:
Avalon
Aurelia

Cyberpunk:
Ecrion
Zoze

Just some random possibilities.

What does Mercenary Inc do, and why are they allowed to do it?

What might be cool is to take a departure from the normal cultures associated with those genres.

For example: Steampunk is often aristocratic British, but we could instead have industrial age Asia for inspiration.
Conversely instead of Japanese influenced Cyberpunk we could make it Middle Eastern.
