In a fantasy world there are such a thing as Grim Reapers, and they're in a constant struggle with one another for power. They have the ability to mold the energy of souls into magical tools, called Reaper Tools, which they hand out to people who form a special contract with them; people who they're able to show themselves to if the person has been closely involved with death (not necessarily the perpetrator) or has a strong urge to kill. If the contract is accepted then these people become what are called Reapers who do the dirty work for their Grim Reaper. Anyone or anything with a soul killed by use of their Reaper Tool is given to their Grim Reaper, which can in turn be used to create more Reaper Tools or otherwise. If a soul of someone is not properly reaped by their Reaper Tool then their soul might just be wandering the world as a restless soul, which often cause a lot of trouble for everyone and must be destroyed as quickly as possible. Some retain human emotions and memories if they were strong enough, but most turn into mindless beats bent on destruction.
Not all souls are created equal. In general an elderly soul grows weak, as are sickly or weak individuals, and a baby's soul is not yet mature enough to provide sufficient power. Basically, those incapable of defending themselves do not have powerful souls and are thus wasted effort to try and reap them. Once people hit the teenage years is a good indication of their maximum power outside of special training. This is the target age group for recruitment should they have experienced death by such an early age. Although powerful souls are very valuable if reaped, getting a powerful Reaper out of them instead is still the preferred option.
The good guys of this story are Reapers who made a contract with a Grim Reaper who wishes to stop a particularly overzealous one from destroying almost all of mankind on the planet with the purpose of creating an ultimate Reaper Tool, and if claims are to be believed he doesn't even need the deaths to happen by way of a Reaper Tool. With that tool's creation nobody would be able to start a war or do anything against his wishes without swift and ultimate retribution, thus the world would enter a perfect unified utopia, as he claims. The elimination of most of the current population of the planet, who would likely all kill themselves off anyways, is a small price to pay for all of the future generations to finally be at peace. Some Reapers buy into this theory and gladly serve him in the plot to bring about this new world, a conspiracy that goes as high as the emperor of the empire that this story primarily takes place in. In fact they have declared war on the rest of the world, and with the Reaper Tools at their side it's hard for others to resist. With war often brings about those with the strongest souls to the front lines, making them all the more easy targets. Even if the heroes win, could they do so before the damage is already done? The more this fighting drags on, the more powerful Reaper Tools are being created in the hands of evil.
You don't have to be on the side of good. You can just as easily be with the big bad Grim Reaper, or perhaps with a currently unaffiliated Grim Reaper who we are unsure which side they are on. Although a lot of Reapers start off young, there can also be older characters, perhaps more experienced. However, we should all be of a similar power and leave the most experienced and powerful ones to NPC's so one of us doesn't just overshadow the others. The exceptions to this is that the bad guys can have some more powerful ones to serve as bosses. After all, they are reaping a ton more powerful souls based on their evil antics.
The Reaper Tools can have a wide variety of effects, but it might be best to just ask about specifics to see if they are allowed rather than naming everything allowed, which would take forever.
