Replies disabled in contest admin thread (repost)

Welcome back, @Mahz! Some of our admin threads have posting disabled and I think it might be related to, you know, they sit inactive for a long time. But people need to be able to post in those.

I simply need to add the contest forums to the list of forums excused from the anti-necro system.

This forum could also benefit from it. Would prevent duplicate reports.
