Do I? I think it's just a small port city, which I'd be very willing to sell. I think France also has a small port city on the east side of India (mine is on the west, I do believe).

That shouldn't be all that bad, though. Three successful turns of triple infrastructure orders would be up one full level and almost an entire other level in Outcast's system, at least.
