Like I mentioned in Yulia's biography, her whole investigation started with snooping through 8th Sacrament records. Since the Church is in charge of controlling information and cover-ups for the war, I'd think that covering up Bluebeard's Tentacle monster's appearance in the middle of the river would have been a big thing.

No they wouldn't keep a record of any of it, the Holy Grail War is so irrelevant and backwater they wouldn't waste the space that it'd take to keep records. If there are any records at all, they're with the Kotomine family, not the Holy Church. Literally everything is handled by them except cover ups; the Church really doesn't care. There's also the fact half the records aren't accurate because they've been rewritten to favor the Tokiomi's, and Kotomine probably fucked with them to benefit his own needs.

Like anyone participating in this is the equivalent of Cletus the backwater redneck who inbreds with his sister for better pleb magic circuits.

Saying the information isn't out there feels a bit weak-sauce to me. Atlas' first director took information and extrapolated all the way to the end of the world; I'm not suggesting Yulia's anywhere near as good, but Nasu's alchemists can make some pretty ass-pull predictions and conclusions, and I still don't think I've gotten into ass-pull territory with what I'm asking for.

Sion can only predict a normal humans moves a few hours in advance, and that's with reading his soul and essentially knowing everything going on in the city to help her calculations. And Sion is good enough to instantly become Vice Director and surpass Zepia(Who can solo most of this RP without TATARI) in the use of Etherlite.

Kariya probably had better potential as a magus than Tokiomi, by far. Considering Uncle Kariya would've been perfectly fine with a non serker Lancelot, the man had some serious potential. He just didn't have the proper experience or abilities as a magus, and Zouken also trolled him for Zouken reasons.

In terms of potential, he was probably the second strongest magus in the war, behind Kayneth. Kayneth was easily better than the others in potential and magus capability and such. The worst was probably Waver, because he does sort of suck, though I guess technically he's equal to Kiritsugu on the magus scale. That isn't saying much.

Eitherway Tokiomi was pretty bad, he just had a good work ethic and trained and trained to make up for being bad. Ironically enough in a way he embodies Wavers ideas more than Waver despite being a conservative Magus.

But there are no events like that here. Right now it's really just character interaction between a few characters after a cosplay convention. I think it's less "there's a bunch of stuff to do and no one is taking the initiative" and more "There's nothing to do but talk about how cool my cosplay is to people I just met." Initiative is part of the problem, but theres been like two posts a day average in a week, in a RP of like 13 people(Even if a lot aren't here right now due to either lost interest because they just lost interest, or because it's moving as slow as a snail on molasses in winter and they lost interests coz of that)

I've just been sitting here waiting for the time skip for almost a week+ because its been moving extremely slowly and I can't really introduce my character until there is a timeskip. Either way I think timeskips should be used more regularly here, because this RP should've timeskiped a long time ago and now it's losing a lot of momentum because of it.

Oh, and class rep. is still around as well.
