Everett will truly admit this,
"I didn't commit any crimes. I wanted this life." But the man is guilty of this: wishing for the things he doesn't have, and wanting that which he can't, hence the four ex-wives, half of those marriages failed due to Everett's own affairs. Usually, boredom is the first hint that there is indeed a lack of growth present, thus his trait of non-commitment begins to take form again. However, without the divorces perhaps he would have no reason to give a glance at this New Earth project. Though he did, even with his degree in architectural engineering, Everett definitely could have continued on with his successful life. But he grew tired of his boring life, and instead turned his eyes onto new assignment, engineering for a penal colony. It paid extremely well to just live, instruct, and design there for a year, but after just six months, he never wished to go back to Collective space. He has accomplished so much for Churchill, designing many of its buildings and powering the colony with a clean store of energy through the windmills.
Because of his achievements, Everett became Victorian and never wanted to leave. Though, he never did it for the power. He stayed because of the people, criminals and especially lunatics have always fascinated him. He absolutely has faith in the saying,
"Madness and genius are two sides of the same coin." Returning to his old life in Collective space would have just meant more divorces and less progress. Ultimately, progress is everything to Everett Terrance Netherwood. It is the reason why he
let Carmen win.
Yes, he lost on purpose. Everett has even told her, but Carmen has only seen as a joke, which Everett will leave her believing so. It is better for her that way, since that means that she keeps her pride, which can be much needed for a brave young leader. Besides, Everett has taken such an interest in Carmen. So much about her intrigues dear Everett, especially the crime that got her to Churchill-- aggravated arson and forty-eight charges of murder, all because of one man did what Everett often finds himself committing, infidelity. Some people will go to hell and back for love, and others will simply raise hell for vengeance.
Another factor about Carmen that has caught Everett's attention is this side business of information brokering. It has accumulated quite the pool of wealth for the faction. More resources equals more progress. And because of his strong support in information brokering, Carmen has given Everett second-in-command of the Karma Rogues. In fact, Everett was the one who helped Carmen kick the business off the ground when he was Victorian. Carmen will admit, that Everett has always been the closest person to her in Churchill.
