Interest expressed. Would it be possible to play an Asgardian of some kind? Like a lower warrior seeking to make his name so he will have a place beside Odin and Thor at the end times?

Indeed. It's hard to nail down just one. I've been a DM for table top for about 10 years and done all kinds of insanity all over the board. It's great fun, but it's hard to pin down what is most loved.

You ask a hard one. My favorite types would be world builder rps (where player actions shape and change the world), and fandom RP.

Well, right offhand, I don't have a problem with players playing any race within reason.

So if, for example, I wanted to play a renegade Arcosian of the group's General power, after he has spent time in a holding facility and such, that would be fine. Odds are good we will have at least one saiyan.

I do have a few sagas planned but I like story and player driven games. Roshi would likely be able to train with on Earth. King Kai may be an option but I plan on the Dragon Balls being mostly forgotten by this time.

So the Dragon Balls would have returned to myth and legend, with only Pilaf knowing about them all in all. Interesting, I like that twist on things. Prevents abuse.

Plus with a few masters being around, it gives a chance to learn iconic moves and such. Awesome.

As for power levels, they will be much lower than the max seen in the Dragonball universe. Starting out, most races should be a thousand or lower, exceptions being the Arcosians and Makaioshin. Sorry for the shorter post and lack of in depth information, not at my computer right now.

Not too bad of a concept over all. Consider my interest in this expressed.

Holy hells. This is really thought out. Questions however:

Is there an idea of what races we would be able to play, like if two Saiyans, would Arcosians be disallowed? What of mutant aliens or aliens in general of the PTO?

Where would be set at in terms of power ranking?

Would we be able to meet ancient masters to train with, such as the Kaios, Roshi, Shen, etc?

Do you have a basic saga lined out, or is this all going to be player driven?
