Reynolds will be wearing a merc grunt outfit with his hunting revolver on his hip and his trail carbine across his back. In his pockets will be a small pouch containing caps and a couple of stimpacks, along with a bottle of purified water.

Personality: Not much is known about Reynolds, other than the fact that he always gets the jobs done. Lacking a family and with few friends, Reynolds lives for the Rangers. The Rangers, and the mission always come first. His superiors would say he is focused, hard working and lacks emotion. They would say this makes him an efficient Ranger. Others might say that Reynolds is cold hearted, even going so far as to suggest that he enjoys killing. His time mostly isolated in the wasteland, surrounded by desolates, raider scum and fiends has left him with a narrow view of humans as a whole. To him you are either useful or a waste of time, but once his use for you is over, our merry Ranger will be on his way. What he lacks in compassion he more than makes up for in ability. His survival boils down to his strategy. He avoids any fight that isn't worth fighting and when the odds look positive, then all hell is unleashed on the unfortunate party. Raiders he will take his time with, preferring a slow and painful death. In most cases the job is quick and effective, with Reynolds opting to wait for nightfall and kill the party in their sleep.

Biography: James travelled to the Mojave with his parents when he was 10 years old. They settled on a farm, electing to breed Brahmin and sell them to traders and scavengers until they had enough money to move to the strip. Fed up with this lifestyle, James decided to enlist in the NCR when he was 18. He served deployments across the NCR territories, including the later stages of the NCR-Great Khan War, proving himself as an exceptional soldier. This was noted by officers after the First Battle of Hoover Dam, where Reynolds and a number of troopers held out against legion forces until they could be relieved. Reynolds was suggested for Ranger training, and after subsequently accomplishing the training, became a Ranger stationed at Ranger Station Alpha. Being agile and skilled in infiltration, Reynolds was often chosen to cross the river and scout the legion camp at the opposite side in preparation for an NCR raid that never came. The proudest moment of his career came at the Second Battle of Hoover Dam, where he and a handful of Rangers were ordered to escort The Courier across the dam. Reynolds sees it as an honour to have fought alongside such an honoured hero of the NCR.
Following the subsequent defeat of The Legion, the NCR turned its attention to its former enemies, The Enclave. The NCR maintained a watchful eye on the Enclave, but the war with the Legion kept them occupied. Now with a focus of strengthening its grip on the former USA, the NCR seeks to expand Eastwards, with aims to establish a territory in the remains of the capital. Reynolds mission is to scout said territory, gathering information on locals, assess the various factions, decide whether they are potential allies, neutral, or enemies. That however is a distant hope, with a more immediate mission in mind. A keen emphasis was placed on Reynolds to focus on a recon of the Enclave forces in the area to send back reliable combat data to the NCR command, so the NCR can evaluate the threat that the Enclave will pose to their long-term ambitions.
Other Notes/ETC: A fair bit of research and editing went into the bio to make it as close to the Fallout timeline as possible. Although the NCR is the focus of the bio, I don't intend to be bringing the NCR into Washington D.C, that is just the premise for my character finding himself there.
