The provisional government, along with all its operations, is fully supervised by Rhelsha and her entrusted cronies.
Most personnel of the Omicron are serving other factions in public, while working for the Omicron in the shadows. The Omicron is also rumored to have ties with the Kuomintang Shintoist Shrine, too.
Agents of the Omicron infiltrate the other factions for a variety of goals, most importantly to steal technology and to spread chaos. To ensure Rhelsha's grand scheme goes smoothly, Omicron agents must try their very best hiding their tracks, and when necessary, sacrifice themselves.

Empire of Harkyiu, the empire of the obsidian black dragon. A powerful empire founded by fleeing Triads from another world -- Earth. Triads who are nurtured, cultured and united under an alluring yet commanding mistress -- Goh Yuet-yin -- the Dragonqueen they all love and serve with persisting zeal.
The empire is widely known and feared for their powers to twist the darkness and bend the earth to their will, along with their powers to shower rains of bullets and flames against their enemies. Apart from that, many brutal natives and dark beasts of the dark world have been brought and tamed to obey the Dragonqueen as well.
With the criminal intellects and mining skills taken from their homeworld, their systems have expanded. Salvaging and scavenging lost materials and parts that showed up mysteriously in Alastorn, their techs have also developed enough. The series of conquests waged both inside and outside Alastorn have also molded Hakyiu into a powerful empire.
Under Yuet-yin's reign, the empire has prospered into greatness, and ultimately grown into a frightening foe and a troublesome headache for anyone foolish enough to stand in her way.β

The Empire of Harkyiu is an unitary constitutionally absolute monarchy ruled by the Dragonqueen -- Goh Yuet-yin. The Harkyiu Kongsi, a Triad clan, is also the sole legal political party in the empire and dominates most affairs. The constitution declares the empire is ruled under the benevolent leadership of the Dragonqueen and the Harkyiu Kongsi. The Dragonqueen, who is also the Mountain Master of the Kongsi, effectively holds supreme power in her empire.
No other political parties are permitted in the empire, however elections are held within the Harkyiu Kongsi and the Obsidian Assembly. The elections have moderate effects on the governance, but mostly elected ones mostly act as mere advisors. The Dragonqueen's supremacy and the system remain unchallenged.
The governance in the empire is highly centralized, but some unequal autonomy are enjoyed among provinces and territories. The Dragonqueen rules over the five branches of government -- namely the legislative branch, the executive branch, the judicial branch, the meritocratic branch and the control branch. Separate bodies exist for the five branches of the government, it is just that the Dragonqueen presides over them all. Plans are usually derived from rough frameworks and guidelines issued through imperial decrees, allowing for suitable implementations by regional authorities as they see fit.
The Chancellor, along with the Cabinet he leads, assists the Dragonqueen in the bureaucracy and governance of the empire. Apart from a few ministers in charge of key ministries, most ministers are usually flexible in their jobs and don't have specific portfolios to take care of, although they may be in charge of other governmental agencies.
The market of the empire is thoroughly dominated by the Harkyiu Kongsi with a centralized command economy. However, the governance frequently show faults and inefficiencies due to the extensive bureaucracy, ritualism and corruption. Most in the empire is very obsessed with documents, rituals and ceremonies. The economy is frequenly divided between cliques of the Kongsi. Despite serious efforts, corruption still persists especially in the lower levels of the government.
With the Triads effectively dominating the elections and government, politics in the empire takes place in two distinct arenas : within the Harkyiu Kongsi, and between the Kongsi and the rest of the empire. Outside of the Kongsi, participation in the politics is limited to a relatively small segment of the population. The Kongsi itself is politically divided by cliques based on ethnicities, family ties, personal ambitions and ideological differences.
Open protest against the Dragonqueen and Kongsi, even if peaceful, is not tolerated. A man was rumored to face ten years in a dungeon and 69 lashes from a succubus for "threatening the imperial order".

Much of the culture in the Empire of Harkyiu takes its roots and origins from the Chinese-Malaysian society in the mid-20th century, with a dark twist.
A great deal of Harkyiuian culture revolves around submission and dominance, along with a rampant cult of personality surrounding the Eternal Dragonqueen. The power dynamic in Harkyiuian society is akin to a blend of protective parenting, narcissism and passionate romance. Servants and slaves are expected to serve their loving, protective masters and mistresses with utter loyalty and devotion. On the other hand though, masters and mistresses are also expected to take good care of their servants and slaves. Those in charge tend to be loving and affectionate to their underlings, but are not hesitant to be disciplinarian when necessary, and sometimes even take joy from sadistic moments!
The Dragonqueen and other powerful elites are seen as nurturers and leaders that guide the empire and the populace.

The old and the original Whampoan Reich, proclaimed on the 18th of January, 3022 AD. With the old dynasties and the Whampoan heartland, the Royalist Reich inherits and carries on the legacy of the Holy Huaxian Empire.
Before the Fourth Great War, the Whampoan Reich was already a very well-known pioneer in the fields of industry, magik and technology. Many great works of art and literature came also from the Whampoan Reich of that time. By 3050, Whampoa was the largest economy on Earth, surpassing Peiyang and India, as well as the second-largest among the Three Realms, behind only the Empire of Pherith.
Eventually, the Fourth Great War came hitting the lands of Earth. At first, the Whampoan Reich did very well in the war, however the tides of war later turned against them. Eventually, a war-weary Whampoa ran out of resources while crumbling in internal revolts. The old dynasties of Whampoa were ousted from the mainland after the mutinies. The old dynasties refused to step down and backed off to Taiwan Island, Lemuria and Mittelafrika, where the old Reich still stands.
The aftermath of the Fourth Great War and the following chaos in the Whampoan mainland shaped the positive memory of the original Reich, especially among Whampoans who despised both the short-lived republic and the Revital regime. Revivalists, conservatives, liberals, capitalists and socialists all had their own interpretations, which led to a fractious political and social climate in the mainland after the empire's retreat.
Bitter over the Entente Allies and the Revivalist traitors, the old Reich seeks to avenge the last war and restore its rightful, glorious reign over the Whampoan mainland.

The original Whampoan Reich, better known as Royalist Whampoa, is a federal elective monarchy. Royalist Whampoa is jointly led by three empires, namely the Empire of Nanyang, the Empire of Taiwan, and the German Empire. The system of government is loosely modelled on that of the German Empire and Malaysia, a legacy of German and Malaysian heritages.
The Grand Emperor (Mahakaisar) acts as the head of state. The Mahakaisar is elected for a term of five years from among the Whampoan royals, by the constituent states of Whampoa. By informal agreement, the position is systematically rotated amongst Nanyang, Taiwan and Bashuland.
The National Assembly is the national parliament of Royalist Whampoa, but it has been made mostly ceremonial ever since Great War IV and the chaotic aftermath that followed. A military dictatorship was enforced in a state of emergency. Since elections cannot be held in the mainland, most National Assembly elections are no longer being held for the time being. Many poked fun of this as the "thousand-year-Congress".
As with the Revital Whampoa, the Royalist Whampoa too applies meritocracy in its governance, albeit not as dedicated as the Revitals. A person can move up in the ladder of hierarchy by virtue of his/her merits, but a person can be kicked downward for misdeeds as well.

The Whampoan nation takes its roots from a myriad of other earlier cultures, notably from the German, Chinese and Malaysian nations. The basis of the Whampoan culture was molded during centuries of feudalism in the Holy Huaxian Empire. However, the earliest roots of Whampoa can be traced back to Kuomintang China and the First Duchy of Nanyang during the 20th century. A long time of contact with other nations, mainly through trades and wars, has also made Whampoa a melting pot of many colorful cultures. The many races, states and cultures here live in harmony and unity.
Plentiful of German, Malaysian and Southern Chinese influences are found in the Whampoan tongue, along with lesser influences from other sources such as Arabic and Sanskrit. The cuisine in Whampoa is mainly derived from Southern Chinese cuisine, with some European and Malay influences thrown into the mix as well. One can commonly witness Dimsum being eaten alongside Lemaknasi and sausage soup in an usual Whampoan kopitiam. One can also see sushi being eaten alongside pizzas in a restaurant.
Whampoa is also well-known for the Pickelhauben, a fashion of pickled helmets inherited from the German Empire. Not only do soldiers wear their Pickelhauben proudly, but also the school students and the common folk as well. Many Pickelhauben have been upgraded with the latest gadgets and strengthened by high quality armor.
Many old traditions and customs are inherited from the Holy Huaxian Empire, which in turn inherited the legacies of Kuomintang China, Imperial China and the Holy Roman Empire. On the other hand, many German influences found their way again with the German Empire's admission to the Reich. The mass migrations of Indonesian refugees to Whampoa during the Second Feudal Age also fueled further Austronesian influences within the Whampoan nation as well. Most of the old dynasties came from the Holy Huaxian Empire, many of them having their roots from junta dynasties during the early years of the Chinese Republic.
Whampoan names are typically formed from an Asian surname at the front, followed by a given name of German or Arabic origin at the back. However, the Germans in Africa stick to their own German naming norm.
The culture in Royalist Whampoa is generally secular, but unlike the Revital Whampoa, politics did not play a huge role in the daily life. Some states, however, have more leanings to religion and ideology. Society and royalty in Taiwan, for example, is still greatly influenced by the Kuomintang Shintoist Shrine.
Gender equality is loosely present in Royalist Whampoa, but in a regional level, many constituent states have a preference over one gender without diminishing the basic rights and opportunities for others. In the German Empire (Mittelafrika) and Nanyang, for instance, males are more preferred in politics over females. On the other hand, in Taiwan, females enjoy privileges and many hold high positions. A rather similiar situation happens for ethnicities as well, but racial equality is more prominent compared to gender equaltiy. However, trying to incite hatred and discord through racial politics and gender politics is greatly frowned upon.

The history of constant wars and feuds have forged the Whampoans as a great nation of brave fighters. Royalist Whampoa generally employs a variety of versatile units in their arsenals, with some fancy magiks and technologies to spice things up. Their mastery of engineering and magik made them terrifying war machines. Most of the military is controlled by the Mahakaisar, however the empires and kingdoms keep their own armies which often adopt their own enriched doctrine.

After many violent clashes among bickering factions, the Revival Society stood victorious over all the others and imposed a new order in the Whampoan mainland. The Revival Society, with Tschow Konrad's ascension as the new Kaisar of Whampoa, trashed the short-lived republic and founded a new imperium with hopes of making Whampoa great again.
Within the new Reich of his, a great deal of power rests in Konrad and his Revival Society. Political freedoms are limited as all opposition parties are outlawed and banned. However, the folk may discuss governmental policies, as long as they don't directly challenge the Revival Society's ruling legitimacy itself. The market is quite free but with some oversight and regulation from the Revival Society. Creativity, innovation and meritocracy is very highly regarded in the Revital Reich. The folk are encouraged to contribute to the Reich to their best potential and creativity, and are rewarded accordingly for their merits. Entrepreneurs, artists and inventors are even rewarded for being creative and innovative too.
Driven by the great passions and ideals of Konrad, this new Whampoan Reich is striving to avenge the Fourth Great War and spread the Revivalist winds of change far and wide!

In the Revital Whampoa, the Revival Society dominates all affairs of the government and have a huge say over politics, along with the Barisan Revitae it leads. The Kaisar, who happens to be the Society Chairman, also enjoys substantial power and influence as well. This, combined with the Revival Society's one-party dominance, makes the Kaisar the most powerful man in Revital Whampoa. However, the Kaisar's power is mostly kept in check.
The ideology of Revivalism, taken from the modern Malaysian-Nanyangese times but twisted, plays a huge role in the politics. Revivalism stresses the balance and cooperation among the aristocracy, the meritocracy and the common folk, as shown by the motto "Athelmight, Deedmight, Folkmight".
The Revival Society is committed to make Whampoa great again, while spreading the winds of Revival far and wide at the same time. The Society seeks to strive for the revival of Whampoa, fusing a national pride with good ideas and proven traditions, while trashing bad ideas and stupid traditions.
The Meritocratic Yuan inherited from the old Reich is still embraced to this day, and plays a huge role in the new Whampoa. People of great merits may be granted privileges, and even be elevated to aristocracy in some cases.
Despite the one-party system, the common folk are also encouraged to involve themselves in politics. The folk is free to criticize government policies, as long as they do not challenge the ruling legitimacy of the Society itself. Aristocratic peers, meritocratic examiners and the commoners are jointly involved in politics, particularly the elections of the Kaisar and parliament members.
Elections are often accompanied by the imperial exams and interviews by the Meritocratic Yuan, not unlike the imperial exams of ancient China and the presidential interviews of the United States, but greatly improved upon. Candidates are also reviewed by peers in the new aristocracy and the Revival Society. The common folk may also vote in democratic referendums during elections too.
The Revival Society has outlawed and banned all opposition parties, ostensibly to foster national unity and defend the Revival. Many ideologies commonly embraced elsewhere, often get rejected by the Revival Society. Capitalism and communism are rejected for being materialistic, mindless and detrimental for everyone. Fascism is also out of the question, being seen as a mindless tyranny that runs against the Revivalist ideals. Pragmatic centrism and realpolitik is also being looked down in contempt, regarded as soulless and weak without the bright passions of Revivalism. Any forms of racial politics and gender politics, including feminism and affirmative action, is strictly outlawed and banned.
The old dynasties of the original Whampoan Reich, seen as filthy residues of feudalism and the Holy Huaxian Empire, are rejected their original prestige and legitimacy. However, if any of the old dynasties defect to the new Reich, the Revival Society will welcome them and return some of their privileges.
The Revital Whampoa is quite notorious for its rather silly yet creepy Enlightenment Camps. Political prisoners and felony offenders, especially those involved in gender politics and racial politics, are sent to the Enlightenment Camps for reeducation and penal labor, while being showered with silly messages of love and care that some find to be revolting and disgusting. However, unlike the Soviet gulags of Stalin's times, conditions in the Enlightenment Camps are sanitary and quite humane. Prisoners there are treated like little kids and babies that need much love and education, as opposed to mere test subjects or normal adults in most prisons elsewhere.
While death penalty is mostly abolished in Revital Whampoa, it gets replaced with another penalty that aroused much controversy and heated debate -- the penal conscription. Serious criminals are often forced into the penal battalions as cannon fodders who do most of the dirty work. The Revival Society believes in redemption and maximum potential, and sees penal conscription as a way to redeem the criminals and put them to great use. Penal conscription is also seen as a way to bolster manpower in warfare while saving up prison space. However, many argued that convicts would be better off be sentenced to death for a variety of reasons.
Quite a number of historians sees this Revital Whampoa as a chop suey of Napoleon's France, Chaing's China, Bismarck's Germany and Stalin's Soviet Union.

The nation of Whampoa prides itself for its colorful heritages stemming from earlier cultures, particularly the German, Chinese and Malaysian civilizations. Much of the Whampoan culture was shaped during the times of Holy Huaxian Empire, where the shadow of modern politics blended with the traditions of Imperial China and Feudal Germany. Centuries of feudalism and maritime trade has also made Whampoa a melting pot of differing cultures as well.
A lot of Malaysian and German influences are seen in the Whampoan tongue, as it began as a made-up language based off Malay with substantial German influences. The Whampoan wordstock mostly consists of Malay and German roots, with some important words derived from Cantonese Chinese, Hokkien Chinese, Dutch and Arabic as well. Chinese and German influences have also changed the grammar greatly from its Austronesian roots.

The Whampoan nation is very diverse in races and ideals, owing to its history. But, apart from politics, Whampoa stands united as a single nation where the many races and tribes could peacefully live with one another under a single banner. Whampoans are proud of their nation, but they are open for new ideas that work well while keeping proven traditions. They won't hesitate to discard or change bad ideas and stupid traditions, too.
But the Whampoan culture in the mainland changed greatly in some ways once the Revival Society rose to power. The Budayekrig, inspired by Bismarck's Kulturkampf, was launched to cleanse the Whampoan mainland from any and all filthy traces of the "feudalism" remaining after the Holy Huaxian Empire's demise. The old aristocracies are ridiculed and rejected, while the Kuomintang Shintoist religion is also heavily persecuted.
Racial politics and gender politics, already looked down upon in the original Whampoan Reich, is now even suppressed harder than ever. Anyone found guilty of racial politics and gender politics will be ridiculed and derided by the Revital Whampoan public, besides being sent to the Enlightenment Camps for reeducation and redemption. Loan sharking, drug dealing and betting is also greatly suppressed and outlawed. Any loan sharks, drug dealers and casino runners found will be tossed into the Enlightenment Camps and the Penal Battalions as well.
A great deal of emphasis is placed on racial equality and gender equality. Anyone can do the job as long as they have the needed skills and crafts. Anyone is given fair chances to do their best. Race and gender is not a matter of concern in Revital Whampoa in public affairs.
Redemption and maximum potential is also an essential part of the Whampoan culture, especially for the Revital Whampoans. Death penalty is replaced in favor of penal battalions, as a way to redeem convicts while putting them to great use for the nation. Everyone is encouraged to push their limits and make the best use out of themselves and their belongings. Wastage and suicide is heavily frowned upon and in some cases even punishable.
Meritocracy, which was already deeply engrained in the Whampoan nation, however, was kept and even embraced by the Revital regime. Social mobility and hierarchy co-exists in harmony and works together in Revital Whampoa. There are always authorities above to be adored and respected, and people below to be guided. One could move up in the hierarchy through contributions and merits to the nation, as well as education. However, one could also forced down in the hierarchy for bad deeds and political crimes.
Creativity and innovation, when not working against the Revival Society's legitimacy, is greatly endorsed and even rewarded. The market is relatively free under some necessary regulation from the Revital regime. This is a pretty big factor that greatly strengthens the Revital Whampoan economy and military.
@Kuchenlein Seems pretty interesting, I've been working on a nation for a while that maybe I can prototype here and refine. If it were to be accepted, I don't think I would have it have it start entirely within the RP. I'm thinking of starting with a settlement or an outpost of said nation attempting to get a foothold in a planet. Not entirely decided on anything yet and am willing to change it to a reasonable degree if need be, PM me if you'd like me to give more information.
A few questions though.
How does one travel from one planet to another? are there protals of some kind in predetermined locations or could they happen to be opened ,whether purposefully or not, anywhere?
What is the level of technology, is it decades or even centuries ahead of ours or somewhere closer?
Any types of magik generally not tolerated such as necromancery? Or perhaps it varies from locale?

I'll PM you after I have done writing this post. I haven't really thought of the details, but I'll try my best to convey the rough picture here.
Traveling is usually done with summoned portals and natural portals too. But natural portals are not found everywhere, only in some places such as forests and they are usually small. Summoned portals usually won't last long and takes a great deal of mana, with a few exceptions. Several spots have permanent, giant portals that are on 24/7.
Since the distance between the three planets is very huge and faster-than-light travel has not implemented on spacecrafts yet.
The level of technology is closer to us, but with a few things slightly different. It's around the late 20th century and early 21st century (1980s - 2010s), with a few things ahead of ours but also a few things behind ours.
Mobile Construction Vehicles (that deploy into Construction Yards), weather manipulation, tesla coils, lasers, force shields, etc. are commonly used. But not every faction makes use of all tech here, most factions only make use of specific fancy techs. Insanely fast jets and insanely long-range artilleries are rare, but decently fast, well-armored skyships of varying sizes are commonly seen. But the technology is used alongside anime-ish magiks and superman powers too. I don't have a great way to put it in other words, but let's say it's Mental Omega 3.3 with fantasy elements.
As for magik though; necromancy, chronomancy and psychic is considered by many to be forbidden arts. Shadowmancy is acceptable but not widely used. Necromancy has a few big users though. And a dark faction that is pulling the strings, happily uses their occult psychic powers.
So, what's your plan? I know you're the game master, but will you be making any characters or rping any particular groups?
I'll keep working on the essential factions and the rough plot as soon as possible, or should I just start the RP for freelancers now?

Okay, so I just woke up from having a pretty strange but awesome dream, so I'm gonna use that as inspiration for my first character. I did read your plot overview, however there are so many details and organizations, so you'll have to help me decide my character's placement in this realm. :)
This first character will be female, and she has a great amount of power. I imagine she will be apart of one of the armies, and be a great threat to the others. Killing her would be a huge mistake, rather I believe the goal should be to capture and subdue her for future uses, such as ransome, etc. Her power comes from her use of fire (I think. The dream was vague on this part).
I think I want her name to be Efkina, and she'll have wavy dark brown hair and brown eyes, olive skin, and a cultured nose(based off of traditional Greek attributes). Since I speak broken Greek, I will have her also speak rough Greek from time to time. Efkina is not very educated, however she is "streetsmart" and is a dependable person to lean on. She is often distant and doesn't enjoy simple and silly fun, and despite that, she does enjoy having friends around who accept that quietness about her. She would much rather choose to be good and right in her ways than be authentic, which will be a massive downfall in her social life.
In battle, she is fearsome and well guarded. She does not fight out of anger, rather she fights with justice and divinity in mind. This is where she finds everything to make sense. When she is fighting for her people, she finds clarity and peace amongst the chaos and tragedy of battle.

Efkina seems to suit Egilian, a faction (in the world of Vestroya) that will be owned by my friend if he ever comes here. But I haven't heard from him yet after a few days. Ahh, the Egilians have some favor and love for holy flames. That maritime faction has also some Greek and Filipino vibe. They also have high regards for justice and divinity as well. So, I think your character will do well in Egilian I think.
But until today, I haven't heard from him yet. Maybe he's busy or depressed. I think I can take care of his faction though, until he comes here one day.
P.S. Egilian will likely side with Oldschool/Royalist Whampoa, against two great foes -- Revivalist Whampoa and Hakyiu Empire. These two giants have vast armies of powerful battlemages and war machines that would be huge threats though. But thankfully, these two giants are not exactly friends with each other, instead they are often at odds with each other.
Egilian may also have a tendency to side with the Entente Powers, or stay neutral.
