So what you are saying is Sai still allowed the Ninjutsu to be taught there? He seemed kinda against Ninjutsu, having many Taijutsu specialists around him, did he allow them to be taught the basic jutsu as they were necessary survival skills?

Anyway, is this going to happen dominantly in Konoha? And as there was a lot of purging in the ranks, are all these Academy students still learning the same stuff? Or were they learning alot of Taijutsu rather than the other stuff. I'm a little confused about it.
