The only problem I see is the paralysis inducing effect of the miasma. Otherwise, it seems fine.

Something to note before I accept this character;
-While people aren't exactly allowed to BS dodge (a la Daredevil, Spider-man), misses will occur. Because 99.99% of characters will be incredibly weak against the kind of high-powered, long-range weapons you have, these misses are probably going to occur often, especially due to your attack's speed. While I'm not saying no on the guns, just remember that with that high caliber of weapons, I have to allow many of those misses in order to allow for reasonable combat to occur (it isn't any fun if you can kill 99.99% of your opponents before they can get in range to attack back).

As it currently stands, he can fight extremely well at both short range and long range. Also, the spells that he can cast are a wee bit fast and strong (two post charge time is pretty much nothing).

Accepted all the way.

Bullets will not pierce this armor no matter what model they are or what type.

Eh, I can see being resistant to all but the strongest of armor piercing bullets, but not all bullets.
Just a few clarifications before acceptance;

A) Simple, geo-mining shovels.
B) Earthbind:Tosses a net at the target point, pinning down all enemy units.
C) Poof!: Drawing mystical energies from the earth, a Meepo can teleport to another Meepo or itself after channeling for 1.5 seconds, dealing damage in both the departure and arrival locations.
D) Geostrike: Meepo enchants his weapon to deal damage per second, as well as slow the movement speed of the attacked unit. Geostrikes from multiple Meepos stack.

A) I'm afraid I'm unaware of what a geo-mining shovel is, so could you please clarify that a bit?
B) How strong is the net's pulling force?
C) How much damage in the departure and arrival zones?
D) How does it deal damage per second and how much does it slow by?
Well, the first thread, Punk Town, has been started and will be considered the main OOC. While each area will have it's own OOC, the Punk Town OOC will be the general one.
Arenas available for combat, otherwise, non-combative area

Home of towering structures, where most everything is dilapidated and everything is powered by steam. Steam and soot get pumped into the sky, leaving ugly blemishes across the nearby forest. Punk Town is the home to beggars, aristocrats, and every social standing in-between.

Punk Town is home to a bustling tavern, city hall, multiple indoor arenas, and the land's best engineers. It lies on the equator of the patchwork planet, making the year-round weather blistering hot in the summer and relatively warm in the winter. Virtually any good that one would wish to possess can be found within the confines of the elaborate brass wall that surrounds the city. Gossip is traded like currency and businesses can be started with no hassle, but the weak of will beware, competition within the city is fierce.
The Multiverse

Calamity struck. Universes began tearing themselves apart due to cosmological strain. No one knows the specifics about why each of the destroyed universes was effected, but some benevolent forces managed to patch the tattered remains together. Because of this tearing and patching, only some of each universe proved capable of surviving the conflict. Will these portions try to figure out the secrets behind the universal tearing? Will they try to find the secrets behind the entities that patched together the Multiverse? Will their inherent differences spark war and conflict? Or will they simply be content to have relatively normal lives?

As a player within the Multiverse, your character’s role is entirely dependent on you! Do you want your character to be a righteous paladin, striking down evil? The evil duchess of a foreign land trying to recruit an army to help her take over the Multiverse? Or will they simply be a traveling storyteller? You can be any of these and more!

This massive project is the third iteration of the popular Multiverse Roleplay and is even more expansive than the last! Virtually any character is accepted, so long as they fit within the small ruleset, and the character events vary from Player versus Player, to Player versus Environment, to simple verbal events! These varied scenarios are separated by location, but can (and will) overlap occasionally. Maybe the duchess’ exploits have reached the ear of the barkeep in a tavern, or maybe a vampire hunt finds its way to a peaceful village. The possibilities are endless!

Like previous versions of the Multiverse, the Multiverse 3.0 is extremely accepting of player creativity, allowing for location submissions, event submissions, and anything is able to be submitted for consideration and possible implementation!
Some basic rules are as follows;

How about the non-combative rules;

Now for the combat rules;

And here's the levels themselves:

Yes u should.Alright, I think I understand. So there's threads for different places right? Do we make these places, or do you?

Submit to me and if the location is accepted, then I'd start a thread for it.
