It was yet another sunny day, the birds were chirping, and the skies were a nice shade of blue, not a cloud in the sky. The kids were playing, the teens were... Well, teens. Then suddenly, a cloud out of nowhere. And then another. Another. All in the shape of... Mushrooms? How curious. Then, a massive heat wave, and all the children were turned to dust, and then... A bright light. Richard's eyes jolt open as he is startled from his slumber. That same dream has been haunting him since the day he was rushed to the cryostasis lab to be frozen for god knows how long. He stood up and walked to the window nearby, overlooking the capitol of the New California Republic in San Diego, California. It took a lot to rebuild his old home, and he'll be dammed if it were to be taken from him again. There was a knock at the door. Richard turns to the door and shouts "Come on in." A medium build figure steps through the door, dressed in a full NCR commanders outfit. He says "Sir, an unidentified aircraft has just arrived, and we've identified one of the passengers as a president of a foreign nation. He wants to speak to you about an alliance." "Very well, check them for weaponry and let them in."
@WilsonTurner No. The middle east would be very much involved if a nuclear war broke out, thus they would be heavily targeted. So no, the middle east is most certainly not untouched, and would probably be more dangerous because of the large amount of anthrax and other biochemical weapons stored there.

Land Owned: California, Nevada, Oregon, Colorado, and Utah.
Population: 16.7 Million
Language Spoken: English (Simplified), and Native languages in Utah and Colorado
National History: The NCR originates in California as a democratic, prewar esc government believing in such things as Rule of Law and the peoples choice.
President: Richard Nixon the 5th, who's been in a cryostasis-like state since the beginning of the war
Describe the Government: Democratic with 3 branches (Legislative, Executive, Judicial) and a 2-party system
Technological overview: Technologies vary from state to state. The technology in California, Nevada, and Oregon are advanced moderately beyond those in Utah and Colorado as Utah and Colorado's populous consist mostly of native tribes. Recently, those tribes have been integrated into the republic hence their technology is progressing rapidly. As for Oregon, California, and Utah, their technologies advanced beyond the atomic age.
Cultural Review: The 3 main states (California, Utah and Oregon) Have reformed to the social hierarchy that was in place before the great war. In the Primal regions, (Utah and Nevada) the culture is very superstitious and consequently extremely religious.
Military Description: 4.6 Million active duty, and 1 Million in reserve with 3 branches, The Navy (Currently 500,000 Active duty and 10,000 reserve), Marine Corps (Currently 2.4 Million Active Duty, 700,000 Reserve), and The Army (2.2 Million Active Duty and 290,000 Reserve). The Navy is armed with 2 Aircraft Carriers (Although no operational aircraft), 10 Submarines (3 of which are Nuclear powered), 4 Battleships, and 20 Landing Craft. The Marines are equipped with the latest firearms and equipment our science facilities have to offer. Our Army is equipped with 125 salvaged M1 Abrahams Battle Tanks, 100 Humvee's, and a mysteriously salvaged Russian Katyusha rocket system.
