The League - First Blood (Persistent World Superhero Sci Fi and Fantasy, Always Open)

Joshua shifted uncomfortably from his position in an alleyway across the road from the restaurant. He'd seen the attack as it happened, the large insectoid creature, the girl tearing out the man's throat through the glass, he'd heard the screams but he couldn't do anything. This wasn't like his other most recent hostage experience, simply striking someone over the head, this was intense. This was precisely the reason he avoided Chicago, there were too many metahumans playing hero and too many sub-metahumans who got off on killing.
He had no idea what to do. Could he teleport in and save people? He'd heard what sounded like gunshots and there were likely too many people to get out quickly. Would they even trust another metahuman? He couldn't attack anyone, at best he had some metal pipes, a baseball bat and a knife stashed in his Pocket. He had experience with guns, but he didn't actually have any guns stashed away, he'd never needed them! His only real options were to either turn his back and walk away or to become intangible and scope the place out to try to come up with a better plan. He'd be impervious to bullets or physical harm, but he wouldn't be able to help anyone if they needed it.

Opening his Pocket, Joshua let his physical form fall away. It was always a surreal sensation, losing the ability to be physically affected by the world. He couldn't even feel so much as the wind on his face anymore, like his entire body was numb but not at the same time. He still had no idea how he could walk and stand without falling into the ground.
Dropping low, he ran as quietly and discreetly as possible, out of the alleyway and to the restaurant, ducking beneath the front window. He almost passed through the wall as he subconsciously attempted to lean his weight against it, but caught himself at the last moment. His heart was racing and his guts were twisted. He felt sick. This was the last place he wanted to be, but people were screaming. Women and kids could be inside. Turning slowly, his body tense, Joshua stole a glance through the storefront window.

Very nice sheet. But flash teleporting and gate teleporting are two different things really and I believe he should stick with one. It's looking good so far.

Teleportation -
Joshua can open a portal that allows him to teleport from one point to another instantaneously, provided he has a visual reference (i.e Direct line of sight or a live video feed). A photo would work, but is still intensely risky, as there is no way of knowing if a person is standing in that location or if a building has been erected since the photo was taken. His portals as blue circles that seem to ripple outwards and can be as large as a truck.

Dimensional Storage -
Joshua can also create a portal to store or retrieve items. The portal can be as large as a truck (or a Ford F-150) or as small as a penny and is only perceptible when something is being placed inside, as it creates a ripple effect when an item is stored or retrieved. Whether it can safely store living beings is unknown at this point. Only one portal can be opened at any time and the portal always leads to the same pocket dimension. The portal can also be used as a weapon or shield, able to be opened to consume incoming projectiles, such as bullets, spears, etc. It seems that time or momentum works differently within this pocket dimension, as any object that enters the portal at speed can be retrieved from the pocket dimension traveling at the speed at which it entered. (e.g, Some one shoots at Joshua, but he opens his portal, storing the bullets. He then closes the portal and opens it once more, intending to retrieve the bullets, sending his assailants bullets back at him.)

Spatial Mimicy -
Joshua can teleport himself 'halfway' into his pocket dimension, meaning that he loses his physical form, but still maintains his physical presence, essentially becoming intangible. He can still hear, see, smell, breath, etc, but he can no longer make physical contact with his surroundings. This allows him to avoid physical damage and walk through walls. Whilst in this state, Joshua cannot access his pocket dimension or teleport, as he is technically already doing both of those things,

Canine Physiology -
When Joshua 'Awoke', there was a physical component that accompanied his powers. His hair became wiry, not unlike the fur of a wire-haired dog breed, his natural brown hair becoming black, white and tan. Similar 'fur' covered his body, leaving only his hands, feet, chest, face (save for facial hair) and stomach bare. His upper and lower canine teeth also became slightly longer and sharper, with his eyes becoming a golden orange colour. Apart from having a nastier bite, the only other change was that his sense of smell became better. Not superhuman, just better, making it easier to track and locate smells. Also, despite his fur, Joshua is surprisingly tolerant of heat and humidity, with a higher tolerance to the cold.

Skills:
Proficient in stealth, some firearms and martial arts with rudimentary computer and technology knowledge (could fix a computer, but would need to Google how first).

Weaknesses:
While 'intangible', Joshua cannot teleport or open a portal to his pocket dimension. Similarly, he cannot simultaneously teleporting or access his pocket dimension. The only reason he can become intangible is because he is technically only performing 'half' of each action.

Psychological Profile:

First and foremost, Joshua is a kleptomaniac. He's long since suspected his abilities manifested out of a subconscious (and maybe even conscious) desire to have a way to obtain and store the things he can't afford. When he first became aware of his abilities, he busied himself stealing food, games, clothing and other things.
Secondly, Joshua is an introvert who dislike confrontation. This largely stems from his upbringing where emotional abuse from his mother was commonplace. His teleportation ability most likely manifested from his desire to escape his mother's drinking, gambling, insults and neglect and the wish to be left alone. Confrontation makes him anxious and he is slow to take physical action against others, regardless of his knowledge on how to handle such situations.
Finally, Joshua is a people-pleaser, constantly trying to keep everybody happy, largely due to his discomfort around confrontation. As a result, he constantly tries to help people or give them gifts, whether they be stolen or earned legitimately.

Biography:

Joshua grew up in the middle of nowhere, several hours from Brisbane, Australia . His mother was an alcoholic with a minor drug addiction, gambling problems and a chain smoker. If his mother didn't buy enough food with her unemployment cheque, he would typically need to steal food before and after school. His only real passion was for the martial arts lessons he took after school, with his instructor taking him home each day.
When his abilities first manifested, Joshua was 17. At first, he noticed things went missing more often around the hose only to reappear near his bed when he awoke. Sometimes he'd even wake up under his bed Then the fur began to grow and not in that 'hair in strange places' kind of way, but real fur. The revelation came when his mother was on another all-night binge with complimentary yelling at how his worthlessness while he was watching a live stream of a convention in the States, wishing he was there. Then he was. In the middle of a stunned crowd. He took off running, trying to figure things out, but to no avail. He was in the U.S with no ID, no money and no clue of how to get home, but he began to suspect he knew how he had arrived there. Over the following weeks, Joshua taught himself teleportation, spatial mimicry and how to access his pocket dimension. He stole food, clothes and money and purchased a fake ID, traveling the US and staying in hotels. This continued for five years and in that time he never once thought of returning home. This was freedom. He could live like this forever without a care in the world. He took steps to conceal his appearance. Long-sleeved shirts, jackets, jeans, etc, and continued his nomadic lifestyle, teleporting across the United States.

There was always one city that Joshua always avoided, however. Chicago. The appearance of groups like The League and Legion has made him wary of entering the area, largely because he's much more comfortable blending in and not drawing attention to himself. That changed in the last 24 hours, however, following live coverage of a hostage situation involving an armed gunman and a young girl. The man was a mentally unstable anti-metahuman activist and the girl had the misfortune of being Awoken as well as his neighbor. All she could actually do was turn food into different types of candy, but it was reason enough for the man, holding a gun to her head in the middle of his street. Joshua had reacted with out thinking, retrieving a crowbar from his pocket dimension and teleporting directly behind the man, knocking him out before snipers could take their shot or the man could kill the young girl. From there, Joshua immediately teleported away as quickly as possible, hoping that his cap and sunglasses had concealed his identity. Since then, he has kept a low profile, looking for an opportunity to teleport out of Chicago the first chance he gets.

Bio:
Marsh has spent many years wandering the wastes, traveling from town to town for work as either a merc, a ranch hand, security… Whatever pays. He’s tight-lipped about his origins and past, but when asked what he’s working towards, his answer is always the same. Retirement.

When Marsh first caught wind of the LevTram job in New Vegas he started making his way to The Strip. He’d been working in the Mojave long enough to now that working as security for the Crimson Caravan was as good as he was going to get in terms of caps, and that just wasn’t gonna cut it for him anymore. The Crimson Caravan was clearly threatened by the possibility of the LevTram line linking the bulk of the wastes, and if they were threatened, so was his employment.

Rather than work against the LevTram, however, Marsh saw an opportunity, like stumbling on a mountain of caps that the Prospectors hadn’t found yet. And if he’d figured that much out, others had too.

So Marsh dug into his life savings and got himself a Pass, entering the New Vega Strip, seeking his fortune and retirement.
