Name: Yekaterina Vasylievna Toporova, "Katya/Kate"
Cape Name: Taser; also known as Тазер (Russian) or Parahuman #7579 (FSB files)
Theme Song: Deciding, stay tuned!
Appearance:
Costume and Equipment:
Credit to the very talented Lord Baells
Taser's costume is chiefly composed of a dark fabric bodysuit lined with armor panels of an unknown make and model. This suit affords her an acceptable degree of protection from physical damage without impeding her movements too much. The gas mask she wears appears to be painted with gold and it is uncertain how she acquired it. Beyond protecting her from the many airborne pollutants of Boston and any toxic gases she might encounter, it also has the convenient benefit of hiding her face. Finally, a dark cloak composed of yet another mysterious fabric offers additional protection and helps to further obscure her features.
Taser carries a customized MP-412 REX, modified by an unnamed Russian tinkerer to allow the use of various gas rounds (lethal and nonlethal), she is known to favor simple CS rounds due to the low risk of using them.
High Concept: An Electrifying Punk Rock Enforcer.

"What Do I Get?" - She possess a mercenary mentality and does not believe in doing anything without first being paid. However, payment need not be delivered in the form of cold hard cash and Katya is more than willing to deal in favors.
"One Way or Another" - Quick on her feet and gifted with an iron will, Katya has a gift for adapting to the situation at hand, no matter how precarious it may seem.
"Waiting Room" - Long experience has taught Katya that sometimes patience is truly the key to living a longer life.
"Killing In The Name" - A rebel at heart, Katya disdains governmental authority and has a reoccurring problem with being told what to do by the powers that be.

History:

Theme Song: Deciding, stay tuned!
Appearance:
Katya is extraordinarily average in regards to stature and has an athletic build, the nature of her profession means that more often than not she has to rely on the correct application of brute force to see her through the day. She has stormy gray eyes that seem alight with electricity, pale skin that any Goth-kid from the 1980s would dream of, and black hair that she keeps in what might generously be described as a very messy pixie cut. Smiling in public does not come easily to her, but that's not to say she can't smile, among friends her usually pursed lips are quite often set into a smile.
As if blessed by the punk gods themselves, Katya is almost always dressed in a manner befitting the most cultured of punk royalty. She favors t-shirts decked out with punk flair and rude slogans, dark skirts, and fishnet stocking, fashionably torn of course. If the occasion calls for it, she may even wear a dress, and if pants are absolutely required she will suffer to wear black jeans. To compliment this look, she wears spike bands and a studded in choker along with some simple silver jewelry.
Combat boots are Katya's footwear of choice (surprising, yes?) and any form of leather or bomber jacket will suffice for her purposes.

"We've lost Laboratory 75."
"Ah, what subject was that again?
"Subject 75, alias Thunderbolt, he was our recent 'volunteer' into the examination of how we could best harness his gifts for controlling electrical energy to our advantage. "
"Ah, of course, that project had great potential, what happened?"
"We're not sure yet, but it looks like the facility was compromised."
"Americans?"
"No, amateurs."
"What?"
"Criminals most likely, maybe corporate espionage, they managed to get past the security and apparently the poor fouls made contact with the subject. Electrocuted all of them in an instant, as it turns out."
"What about the subject, is he still contained?"
"No, he's dead, there's not much left of him, just a scorch mark."
"Hmmm...and the facility personnel?"
"No survivors. It appears that they all perished from extended exposure to a high voltage current. The same current appears to have reached the cooling system and resulted in the catastrophic failure of our new system. We're not sure if the subject perished from the resulting explosion, but either way he did not live for very long."
"Ah well, we knew there would be risks. I trust the matter has been handled in accordance with protocol?"
"Indeed, we've already leaked information to the local news concerning a tragic accident at a government facility due to the improper storage of several aging fuel tanks."
"Great, keep me updated."

Recording of Chief Negotiator Feodor Ivanovich Gritsevets attempting to negotiate with Parahuman #75479
"This is Chief Negotiator, Feodor, who am I speaking to?"
"No one."
"Listen, for this to end well, we need to trust one another, just give me a name, anything."
"No."
"Alright, alright, what are your demands?"
"You and your men back away from the bank."
"Look, you know that won't happen, how about you let a hostage go, and I'll get you some food and water?"
"No, you have fifteen seconds."
"Wait! Hang on! Listen-" *gunshot sound*
"The next round will find it's way into Officer Lavrinenkov's head, rather than his shoulder."
"Alright! Alright! We're moving back, we're moving back."
"Good, wait fifteen minutes, and then we will leave."
"Leave?"
*connection is terminated*
-
"This is pointless, tell Alpha Group to get ready, I'm done playing games with some criminal subhuman."
"Commander Petrov! I strongly advice against storming the bank, we have intelligence suggesting that there are at least fifteen gunman and five parahumans holed up in the bank. It would be best if we waited for our own reaction teams."
"No, Feodor, we end this now."
-
Internal Documentation FSB: Following failed negotiations, the First National Bank was stormed by elements of Alpha Group, FSB. Heavy casualties were sustained by both the military units and the hostage takers, Parahuman #75479 and three other parahumans (identities still unknown) managed to escape. All other bank robbers were killed in the assault. Surprisingly, no money was found to have been taken. However, sensitive material belonging to the UK based Albion Electronics was found to be missing following the robbery. Albion Electronics has refused to provide details concerning the lost material.

Intercepted phone call between Stepan Alexandrovich Makharov, infamous captain in one of the leading factions of the Russian mob currently operating in the Greater Boston area, and Dmitry Fyodorovich Borovykh, a noted St. Petersburg Boss.
"Dima, we have a problem."
"What?"
"Martial Law, the bastards have declared martial law!"
"Who's responsible!?"
"The Covenant, they've gone completely mad, they've started an open war with the PRT and Protectorate."
"Dammit, dammit...", *swears loudly, sighing*
*Dimtry speaks* "Well, there's not much we can do about it right now, just keep everyone in line, we can't have anyone making a mess of things right now. By the way, my sister wants to know, has my niece arrived?"
"Yes, she's arrived in good order, it was an uneventful trip."
"Good, good, listen Styopa, she'll help you resolve any issues that appear...but..."
"But?"
"Keep an eye on her, she's young, you know how it is, the young ones forget their place sometimes, America is such a lovely place!" *both laugh*
"Of course, Boss."

"Cousin Katya, welcome, have a seat!"
"Thank you, Brigadier Stepan."
"No, no, please, call me Styopa, we're family after all."
"Of course, Brigadier Styopa."
"Ha, no need for formalities girl, we're on the same side! Here, have a drink!"
"Thanks, za zdorovje."
"To your health! Cheers! Now to matters at hand, we've got a slight problem...
"I would say so, martial law isn't exactly good for business."
"Indeed."
"How long do you will think it will last?"
"Who knows, know one knows what guides the Covenant, they are a band of madmen."
"Even madmen have reasons for their actions."
"Assuredly, but it's not as if we can have a discussion with the Sickle-Celled one or Praetor about this."
"So, we wait."
"We wait, cousin, we wait, and we sharpen our knives."

Classification(s) Blaster, Mover, Shaker, Striker, Thinker
Classification(s) Blaster, Mover, Shaker, Striker, Thinker
Lightning Bolt - The subject has shown herself capable of generating bolts of lightening that cause severe bodily harm to humans and parahumans alike.
Chain Lightning - Further, the subject has demonstrated an exceptional ability to control these bolts of lightning when focusing, arcing bolts of lightning from target to target and even around obstacles.
Lightning Storm Given enough time, Parahuman #7579 appears to be able to create or rather generate large storms of electrical energy, FSB personnel are advised to evacuate the immediate area if unable to disrupt the subject before the process is complete.
Lightning Cloak For defense, the subject has displayed an ability to surround herself by a veritable wall or cloak of lightning, generating an energy shield that provides a extraordinary amount of protection.
Taser Parahuman #7579 is able to use electrical energy to overload the nervous system of her targets, leaving the victim momentarily stunned and relatively unharmed.
Immunity to Electrical Effects - It is clear that Parahuman #7579 is immune to electrical effects.
EMP Flight - In rare instances, the subject has exhibited the remarkable ability to fly using what is presumed to be electromagnetic propulsion (EMP). As a result, it has been suggested that Parahuman #7579 may in fact be deriving her abilities from the manipulation of electrical currents and magnetic fields.
