Name: Valrassh

Age: 25
Race: Pyron
Gender: Male
Appearance: Tall with dark scales, green eyes, and a long tail that is missing it tip. Usually has a slightly hunched posture which belied his true height.
Weapons: Steel axe and 6 throwing knives.
Skills: Very agile for his size. Relies far more on speed and reflexes over brute strength, very accurate with his knives.

Personality: Quiet and reserved, has a tendency to think things through before acting upon them. However, once he decides action is necessary, his indomitable will sees him through almost any situation.

History: At a young age, Valrassh was exiled from his tribe after attempting to challenge the warleader in single combat and being thoroughly routed and loosing the tip of his tail during the fight. After wandering the desert for a couple years he encountered a member of the agency who recruited him. He has since devoted his life to the group who gave him a home. (I am willing to expand more on this when I get a better feel for the setting)

Alternatively, you could take the Hylotyl from starbound, they can't breathe underwater, but they swim very well and can hold their breath for a long time
Could always just give something gills
I think it would still cause issues, like stairs, and other obstacles. I'm not saying you shouldn't do it, just making sure you thought it through.
I would think mermaids would be a little too restrictive as a playable race... waterbound and whatnot
