1. Seriously, though, is the limit for powers 3 or 5. I remember being told 3 multiple times, but there are multiple approved gems with 5.
2. If so, can I give Emerald one of his concept powers?
Rundown: He can concentrate his eye-beams to the point that it becomes equivalent to a one-watt laser(which can cause burns and ignite flammable material).
