Yes full access not as powerful as in Dragon form of course about 3/4 the output. Powerful enough to combat mages in human form.

Human Name: Arvon Nighith Dragon Name: Nighith Lord of Ice Age: 700 Bio: Arvon is the Oldest living dragon lords to date now but NOT the oldest dragon living. He is not the original lord of the Ice Dragons as the previous leader his grandfather was killed trying to protect his people. Which is the same for all the other dragon clans they all have new leaders which is why the alliance was able to work out as it did. Arvon is only leader cause of blood. There are many other dragons who feel like he should not have been made leader. It is true Arvon is young for his age but he is an adult dragon. Most dragon don't become lord until their 1200 year cycle, but given the circumstances he is leading. Which is why he made a dragon council with the other dragons so they can combine their knowledge and do whats best for their people. Human Appearance:  Dragon Appearance: 

At the turn on the 15th century the dawn of the dragons were no more. Many of the dragons went to sleep, some were hunted and killed and other blended into the human cities to live life as a human. Those in the cities never took a human mate only their own kin, but there were some who did. Those who did lived far away from civilization so no one would find them but rumors started to spread and eventually they were hunted down and killed along with their families, human and dragon alike. But their are still some who live in secret with their half breed children. Thus given the name of Dragonborn. Dragonborn unlike full blooded dragon can never turn into a full grown dragon but they are granted super human like abilities. What pact their dragon parent were they adapted. Water, Ice, Fire, Lighting, Poison, Earth. But this story is not about them. This story is about the proud dragon race. The true rulers of this world. this world was once divided into 6 different region and each having a king or queen. Some of us lets the humans live within our lands, paying tribute to us and worshiping us as gods. We never asked them too this was something they decided to do. We became comfortable in this role as gods and thats when we let our guards down. One day the humans rebelled and drove us from with magic and huge machinery use to fire Huge Iron arrows and hurl Stone boulders over great distances. We were lazy, we were foolish. We admitted defeat and went into hiding vowing one day to reclaim our lands and show the humans what it really meant to fear a dragon. The humans started a dragon hunt, and was thus satisfied they had gotten all of us, but the 6 dragon kings and queens lived. We formed Human like settlements where all Dragon who were once enemies now live together rebuilding and plotting or revenge. We look like humans now but we will rise, we will strike and we will reclaim. My dragon name and title is Nighith Lord of Ice, but my Human name is Arvon Nighith, One of the 6 leaders of Valhalla.
