She can develop Rokushiki like abilities later on as long as she keeps her training up or at least if she meets someone who uses those abilities.

Character is good. Feel free to post in the IC.
The character sheet is okay, but there are certain parts that I dislike.

If Takoki was part of the Arlong Pirates, then he'd have to be in his 70s or something close to that. Next, I don't approve of the using of Rokushiki. I told you that you may make use of the principles of the techniques, but for someone to know Rokushiki outside of the Marines and Cipher Pol and be directly thought these techniques. Not allowing that. Sanji had Sky Step, a similar move to Geppo, and Kuro could move as fast as those using Soru via Shakushi. So yeah, please don't mention Rokushiki in your character sheet. I don't mind that she can utilize Geppo, but at least give it a different name.

And in your technique list. Please don't explain your moves in that manner. Combining Technique A with Technique B gives me this result. Use Kaze Wushu as a way to elaborate your techniques and not just the styles you based it from. If you just plan on doing that, there was no point in creating an original martial art in the first place. And in Kaze Shield, remove the fire part. That sounds silly.

Lastly, remove her bounty. 10,000,000 Beli isn't a small amount and freeing her butler isn't really a crime. During the Kuro Arc, the Black Cat Pirates found Nami's treasure and its sum was around 4,000,000 to 5,000,000 Beli. That amount was considered to be quite large.

Chapter III: Bloodshed


It had been several minutes since the island-wide siren had gone off, but within that small timespan, piracy had reached its peaked. Well, at least that’s what most had thought. The scent of sweat, smoke and fire filled the streets, but among the most infamous of seamen, there was something definitely missing. Blood.

What good was a gathering of pirates if there weren’t any Marines to slaughter? Taking out their pent up aggression on helpless civilians was an option, but nothing could beat the feeling of slaying those who bore the symbol of justice on their backs.

Among those from the crowd were several known characters in the world of piracy. One of which was “Blood Splatter” Bathory. She was one who knew the satisfaction and pleasure of besting the Marines. Therefore, the fact that none were around was obviously causing her to grow impatient. Her companion, “Pirate Executioner” Cheshire, knew better than to keep the young female waiting; the last time this took place, an entire village was massacred.

“M’lady. I believe it is time to make things interesting.”

At that moment, the former bounty hunter vanished from where he was and reappeared several meters forward. Flipping and running across the crowd that filled the plaza, he made quite an impression as he displayed to all his quickness, immense speed and agility. Soon enough, Cheshire had managed to reach what he was aiming for, the executioner’s platform. Within wasting anytime, he proceeded to scale the steel construct but to the surprise of most, instead of climbing it in a typical fashion, the Pirate Executioner began running upwards, vertically against the pillars. However, as if his ascent up the platform was not attention-catching enough, the young pirate extended his arms, exposed both his clawed hands and proceeded to drag them across the metal beam he was on. A loud high-pitched screech filled the area, causing most to cover their ears while others simply cursed upon hearing the wretched noise.

But upon reaching the top, he turned and tumbled into position as he faced all those below. With a wide grin on his face, Cheshire spoke.

“Good day my brethren. Some of you may already know me, thus I shall skip the introductions. Today, I come to you not as a Bounty Hunter or a Pirate, but as a messenger. Most are probably aware of the big names that have already set foot in Loguetown. And I believe, most are planning to join the ranks of one of their crews. Am I right?"

The silence that was previously established by the bounty hunter a few moments prior was immediately broken as the riled up crowd heartily responded to his question in unison.

“Yeeeaaaaahhhh!”

I’m glad to see such enthusiasm from such potential recruits, but we have to face the fact that we cannot take all of you in. To solve this predicament, we have come up with a solution. If we filter out the weak, only the strong will remain. Correct? said the Pirate Executioner as his grin slowly turned more dark and sinister.

Suddenly, several screams were heard amongst the plaza crowd. Pirates were falling down one after another as a blur of white and blue zoomed in and out of the scene, splattering blood all across the floor.

”M’lady and her friends seemed to have had enough.”

To make matters worse, it was not only Bathory who had begun to move, but De Salvo, Popov, Morgan, and Moto Moto as well.

"This will definitely be enjoyable." said Cheshire as he remained atop the platform, seemingly quite satisfied in the act of simply watching in silence.

Definitely. If you have more detailed plans about a certain NPC, I'm all ears.
So that's a no rot getting individualized Quincy abilities. Right?
Interested, but I have question regarding Quincies. Will we be limited to standard Quincy abilities at the start or are we allowed access to more unique and personalized abilities similar to those from Juha Bach's army? I'm not implying in any way that we'd be as strong as them. I just wanted to check if we'd be given the chance to be different in terms of abilities.
By the way guys, since I'll be out most of the day, I'll leave you with these questions. Just wanted your thoughts and opinion since I usually make use of them during the updates.

Questions
1. Would you prefer multiple crews for the RPers? Yes or No? If Yes, how many would you consider acceptable?
