Name: Eve Valentine (Eve, Evie, V) Age: 19 (?) Claims to be a legal adult but has no proof, and looks suspiciously young Gender: F
Appearance: A slender young woman, Eve is unusually pretty and healthy for a citizen of Fidelis. She also appears younger than she claims to be but there are no records to dispute her claims. Her frame is slight but here as well Eve is much more fit than she appears. Her hair is a soft pink and her eyes are purple, though she could change the color of her hair, eyes, and even skin if she so chose. She could even change much more than that with enough time and effort. Eve also has long, rabbit-like ears atop her head with a mismatched bushy fox tail. She's pretty good at hiding these features when she wants but they have become the first things people notice when recognizing her. Eve also seems to favor gaudy costumes which she has become a little bit famous for. It's actually rarer to see her in simple casual clothes. Personality: Eve seems like such a nice girl, if a bit sad and stressed at times. Like any normal person she has her friendly and unfriendly moments, which depends largely on who she's interacting with of course. But one thing that remains fairly consistent is a subtle sense of being kept at a distance. If one is actually paying attention one might think she has trouble actually getting close to others, or that her smile is fake in the first place.
Neither would be wrong, and it shows sometimes during missions or absent minded moments when she forgets she is not alone. Eve actually harbors hidden resentment for humanity, as well as an unhealthy dose of self loathing. She hides these feelings of disgust well enough usually, but enough stress creates cracks in that shell like with anyone else. Stripped of her mask Eve has the potential to become unpredictable, vile, and even violent.
Backstory: Eve simply does not talk about herself, and appearing mysteriously as an outsider from a far away land no one knows anything about her. She claims not to remember anything and shows no fear of the machines despite an unimpressive physique. One can only assume she was some kind of expert survivalist and lost her memories after some incident, probably trauma. Despite being a self proclaimed amnesiac Eve has displayed no shortage of intelligence, interestingly enough.
The truth is Eve grew up in Fidelis under a different name and appearance. One of several children in a poor working family Inui became acquainted with the worst of human nature from a young age. Often going hungry her parents and older siblings fell prey to the local crime lord. She watched as her family was used to perpetrate all kinds of criminal activity. As the youngest Inu was useless at first, but as she got older she began to see her own future in the eyes of the men that watched her.
Her life was not pure misery, though. The crime lord's own youngest son who was still mostly useless to his father befriended the young girl. The boy detested his own father and wished to break free of his wretched fate. In her he found a kindred spirit and the two eventually started thinking of ways to escape. But with such a limited safe space in Fidelis there was almost nowhere they could go for long.
An opportunity appeared in the form of a secluded refuge beyond the outskirts of Fidelis. In a cluster of ruins long since picked bare they found an untouched underground section too small for adults to access. While it wasn't much it provided enough to survive by and more importantly a safe space only they knew of. On top of this was an old library still mostly intact, which provided a rare opportunity for both of them to learn things they never would have otherwise. Inu herself became fascinated with the medical textbooks she found, which still proved useful despite how dated they were. The two spent more and more time in this place making plans to live there forever as soon as they could.
However, something went very wrong one day. Exactly what events led to this and how things unfolded are Eve's closest guarded secret. But in a single night a particular crime lord was murdered, a fire swept through the district, and both children disappeared never to be seen again. Inu never returned and has since been completely forgotten. Eve looks so different from her childhood self that even the survivors of her family wouldn't know her if they met. And she prefers it this way.
Powers: Grand Alchemy A name Eve chose for her own power in part to be misleading about its true nature. She can quickly change the shape of a small amount of whatever she touches, and this includes organic material. From a combat point of view she can only 'destroy' something up to the size of a basketball but repeated uses at that level quickly burn her out. She prefers to be more efficient and disrupt only the smallest, most critical part to disable or kill a target. But this is a very crude use of her power and arguably most weapons are better suited for killing, and at a safer distance as well.
Her power is better used to repair damage, and again this includes living things. This can take a bit more time and focus, leaving her vulnerable but it is also incredibly valuable and efficient in the field. She can also reshape useless things into new tools, substances, or even ammunition given the right material. Remixing liquid solutions is easiest and further reinforces the illusion of alchemy.
But the true extent of her power which she keeps hidden is literally changing one thing into another on the atomic level. This is many times more demanding than the more crude uses of her power, requiring intense focus and energy, and much more time. The process is also easily interrupted and useless in a combat situation. She generally only uses the full extent of her power like this during downtime in secret, or in her underground laboratory. She can only change a tiny amount of material over a certain amount of time but doing this as she has over the past several years has greatly increased her wealth.
*Minor use of her power may just end up making her a little tired, but she needs to eat more than the average person to keep up throughout the day. Overuse may cause her to faint from hunger or sheer exhaustion.
*Whatever she destroys, changes, or creates is permanent.
*Any use of her power requires physical contact, though she may manipulate any part of a construct or body once she has made that initial contact. Contact must be maintained to continue exercising her power.
*By touching something she can analyze exactly what it is made of, and its shape throughout the entire structure.
Equipment: A very pretty but otherwise average looking katana that would be very dangerous to underestimate. The materials have been modified using her power and the blade is absurdly durable and sharp, as well as easy for her to repair.
A very stylized compound bow also accompanies Eve on missions. The bow is reinforced like the sword and capable of unleashing an incredible amount of force without requiring much strength. The true advantage of this bow lies in the sheer variety of arrowheads that may be applied. The standard head is designed to pierce armor and keep a target bleeding, while delivering any kind of poison she has prepared. Other more dangerous heads include thermite or a heavy explosive not unlike a small artillery shell, though these obviously can only be used once.
As a backup sidearm for most situations Eve carries a bladed revolver. A simple enough high calibur concept until one looks closer at the weapon. Each round is closer to a spike and like the bow's arrowheads comes in various types. The edge of the blade has also been treated by her power to be sharper and stronger.
Additional info: Eve is a surprisingly intelligent girl with a knack for medical care, though she doesn't show as much interest in becoming a doctor.

But yes, limits are my main focus. Current thoughts are that something the size of a large marble takes the least energy, larger amounts of material take more energy but less focus, then the kind of atomic control she prefers takes time, energy and focus for a very small result BUT she can make pretty much whatever the hell she wants.
The first two scenarios could be done quickly enough to be used in combat, but the last would fail or be a big mistake to try during a fight.
Meanwhile just analyzing a construct or object (or person) might as well be instantaneous
