Well, I have an OC whose only power is to know what people need. Not want, not like, but /need/. This can vary from a super high-tech whatcha-ma-doohickey to a listening ear to a punch in the face. And everything has a time limit, which makes it harder, heh heh heh.
As for ideas, sometimes just throwing people together in a crazy situation and saying, "figure it out, bye!" is as good a plot as any. Things will develop from there.

Age: 25
Powers/Skills: Her only real power is a strange form of prophecy or telepathy that allows her, by looking at another person's face (or mask) to predict what that person will need and by when they will need it. She also has a sort of mental compass that directs her via straight lines (which usually go straight through impassable objects she must find ways around) where to be with the item, person, service, etc that is needed. As for skills, she is passable in computer hacking, martial arts, and marksmanship thanks to an intensive emergency crash-course with the X-Men just days before the mission. It's a good thing she tends to be a quick study.
Weaknesses: Her power, for one, has limits: it predicts what people will need, not want. And sometimes (often, really) what they need is something they do not want at all. In addition, it registers masks and faces as two separate people, so looking at a masked hero tells her what the person needs in their capacity as a hero. Looking at a face tells her what they need as a person. Because the future is always changing, what she sees people need can change as well, sometimes rendering her hard work useless. Her more mundane skills are only passable, and she is as physically fragile as an average civilian. Her first instinct under extreme psychological pressure is to crumble, and the crash-course did only so much to help her keep moving.
Personality: Rose is gentle and patient, dedicated to assisting other heroes however she can despite being something of a coward. She is eager to please and constantly reads the expressions of others to see if they are angry with her. Though at least somewhat confident in her mundane life as a librarian's assistant, she is shy around famous heroes and for the longest time did her good deeds in strict anonymity so she wouldn't attract their undeserved attention. As a good Jewish girl raised in a good Jewish neighborhood, she keeps kosher and her speech is sprinkled with Yiddish terms. Since she tries to keep her faith a strict secret to avoid hate crimes, she always has an excuse for why she can't eat anything non-kosher, and claims she uses Yiddish phrasing because she comes from New York.
Appearance: Utterly average in every way. She is somewhat short and the tiniest bit chubby, with plain brown hair and eyes and olive complexion. She has very little in the way of womanly curves, and her round face and large eyes make others think she is a young teenager. She hasn't got the resources of big-name heroes to make super-suits and awesome gadgets, so she usually just wears a long-sleeved t-shirt and jeans unless someone provides her with something better.
BRIEF Bio: Although Rose possesses the X-gene, it is unknown how much of her powers extend from the gene and how much comes from some other source. The extent of her powers and full capabilities as a mutant were never discovered; her parents eschewed sending her off with "that goy Charles Xavier" in favor of a local private Hebrew school. Because her power was neither dangerous nor obtrusive, Professor X let the matter go and moved on.
It was not until she became an adult that Rose had the freedom to use her powers, staying out until all hours of the night to secretly help heroes in their battle against evil. However, a lot of her 'missions' required spending money to obtain specific items to leave lying around for heroes to use, and to get into places normally reserved for the elite. To that end, she was forced to sell all the furniture in her tiny studio apartment and lived almost entirely on instant ramen and tap water. She quickly became malnourished and sickly, causing her to make mistakes that led several Avengers right to her apartment. This pathetic scenario was how she became inducted into the hero community (after a lengthy hospital stay).
Additional Notes: Again, I'm thinking of writing my own webcomic featuring this character. I just need the artists' tools that I can't afford right now.

Rose tried to put on an appropriately apologetic face, without any hint of wistfulness, but her shy blush and the way she averted her eyes didn't help her lie. It was just her luck that she would be invited to a dinner party with the heroes she admired, only to discover that nearly all the food was treif. But she didn't know how they might react to such a blatant statement of Jewishness. If she had learned anything about the world, she knew that once that little bombshell slipped, it wouldn't be long before she found swastikas spray-painted on her apartment windows.
"No, really, I'm okay... I'm not getting sick again, I promise..."
Or maybe I am. The terror was taking over again, upsetting her stomach. She had to find some way to divert the conversation, and fast. She quickly gestured (in what she hoped wasn't a rude way) to a spot of meat that had ended up on Thor's nose.
"Um, Mister Thor, sir, I don't mean to be rude, but... you've got a little, a little shmutz on your face... right there..."
The next few minutes were spent explaining to those who weren't of New York that 'shmutz' meant 'dirt' and Rose was able to breathe easy. But she had the nagging feeling the issue would come up again...
