Well, first you need a client. Personally I use mirc. With this one, after downloading it your steps are pretty much as follows;
Go to servers under connect, select foonetic, then random server then press 'select'. Type /j #LibraryRP and then /nick name to change your displayed nickname.
I have no experience with any other client, though.

Well registering an IRC channel should be easy enough. Though I haven't a lot of time on it since I was like 15 or something. Any idea what's a good server?

Though that does remind me of something I shoulda asked ages ago. Since we went through the entire guildfall ordeal, it was quite tricky to get a hold of most people. In case something like it happens again, I'd like to have a way of contacting the players off-site. That way we'll be better prepared should something happen, or able to communicate f the site has the hiccups.
