Commentary on Raiu:
- His speed is the maximum of his tier, which means he wouldn’t be allowed to have lightning powers on top of that. Lower it a little, maybe to 500 mph. (The speed of sound is 760 mph.)
- I’m always iffy about lightning, because it moves so fast that it’s for all intents and purposes instant. So his lightning attacks should be rather weak to make up for that. Unfortunately, I know very little of volts and amps, so maybe someone else here can give you a hand with that. Also, as LeeRoy already said, we need a maximum range on this.
- Keep in mind that, although he may have the reflexes to see a bullet coming, most bullets are still faster than him (mach 2 to mach 3), so he can’t dodge them at point blank range. Though he can duck out of the way of the barrel right before it fires, of course.
- Shock pulse: is the electrical charge harmful?
- If he charges an item magnetically, I assume it just starts attracting metal? Can he use it on organic targets? And how strong is the force it exudes? Say, if someone is holding a metal sword and Raiu magnetizes a nearby objects, how much strength would it take not to have the sword pulled from his hands? Also, keep in mind that not all metals respond to magnets. Primarily cobalt, iron and nickel do.
- Isn’t geisteel from Dark Souls? If it behaves different from normal steel (e.g. is stronger), please explain.
- Any sword made of metal can channel electricity. Is that what you meant or is there something more to his twinblade?

Commentary on Jin:
- I see you added the term “orbit” in the precision shot ability. Technically speaking, that’d mean his ship is at least 100 miles above the ground and that the bullet, in order to get from there to ground level in two seconds, moves 180000 mph. Uhh…
- a movement speed on the mech would be good.
- You mention how powerful the photon beam cannon is, but what about the photon beam lasers? I assume they’re weaker, but by how much?
- If the photon lasers and cannon are actual lasers, they move at the speed of light and are thus undodgeable. You should probably slow them down somehow or replace them with something equally cool that moves slower, like a plasma cannon.
- A heat number on the radium bullets would be useful. 2800 F is the temperature at which iron melts, if that’s what you’re going for.
- If one manages to sufficiently damage the X351 power axe, would it cause a nuclear explosion?
- Also, how hot is “super-heated”?
- I still insist that none of the droids individually can be considered tier 2. The betas have guns that can kill any tier 2 in seconds, and they aren’t even glass cannons to make up for it. And the alpha has an axe that can kill tier 2s just by touching them with it, doesn’t even have to be a proper swing. So either adjust the stated tier levels or remove the individual tiers altogether. The real question is what tier the four of them are together. I don’t have time to consider that right now as i gotta get to work, so I or Dinger will get back to you on that.

Regarding Adrian, there are indeed several questionabilities in his CS that LeeRoy overlooked, though not so much that you'd have to scrap the character.
His mace being indestructible is easily fixed. Whenever i want a weapon to be indestructible, i tend to give it a regeneration ability, so it can always restore itself over time but still be damageable in battle.
I mentioned my problem with his "20 times human speed" thing before, though that's little more than a fluff issue. We all know you don't mean for him to go 200 mph. It's just that his CS should reflect that.
The way he took that punch is just pragmatic writing i guess. When facing a powerful attack, it's hard to resist treating it as something lesser than it actually is. Remember when that guy in Crapton's arena heard a gun being fired and then ducked below the bullet?
Regarding his latest attack, i'm less shocked about the chains than about all the other stuff that comes down upon Arthur. Seems like a lot of different shapes to create in a very short time. Drall kind of has a point in saying it's his primary power... though the legitimacy of that claim once again depends on how high he envisions Adrian's speed to be.

Now, i think this problem can easily be fixed with some simple retcons. I dunno if retcons are something we do around here, but lemme tell you what i would have done in Drall's shoes. First, i would have made the effect of Arthur's punch a lot more violent. Add some description of shattering armour and a broken rib or two. That kind of pain should, after all, be manageable for the guy who got tortured for thousands of years. I would've also made him fall to the ground far less gracefully, seeing as he's had the air knocked out of his lungs and may have trouble flying again right after. However, he would still be able to charge an attack from his downed position.

Which brings us to the chains. I don't mind Adrian's ability to summon objects away from himself, but it poses a problem when he can also control them. Like this, he might as well summon 30 swords around Arthur to stab him from all sides. I feel this is easily solvable by having the chains spawn from Adrian's hands, slither across the ground like snakes and then try to entangle Arthur. It shouldn't decrease their effectiveness all that much anyways, as Arthur is preoccupied with Evvie.

Although shorts posts pain me (how hard can four sentences be?), i can tolerate it.
The content is what i'm more worried about. I have had so many bad experiences with free players who thought they could pass for casual that i've grown rather bitter about it. However, you seem to have faith in his writing ability so i'll trust you on that. Perhaps he can restore my opinion of the free section to a more positive one.
So yes, i say let him in. Will he be making any wiki pages as well?

I know the limitations, i just don't quite know how the rules handle that.

Humans run at 5 miles per hour? We're talking about max speed here, so sprinting. To test it out, i just sprinted what according to google maps is 100 meters, and took 21 seconds to do it. That means i ran a little over 10 mph on average, and i'm not in good condition at all. Unless i'm way fitter than i think i am, that'd mean Andrian's sprinting speed is at least 200 mph.

*sigh* Anyways, I'm just gonna shut up now and let LeeRoy handle this, before i unnecessarily confuse you.
It may pass slower or faster in one place relative to another, but from your own perspective it always goes at normal speed.

Well, i asked because that raises kind of a problem. Now that blurring can deactivate at will, it's for all intents and purposes just his version of sprinting, which would place him in tier 4 as he can go faster than the max of tier 3. In fact, it could be argued that that was the case all along, since speed is speed regardless of what causes it. I'm not sure if an ability that temporarily boosts someone's speed should be counted towards the speed limit, as i don't think we've had a character do that here before. I can only assume it does though.

Now, i think what you need to do is decide whether you wanna be tier 3 or tier 4 and adapt yourself accordingly. If you're patient, you may also just wait for LeeRoy's judgement because i find myself becoming increasingly confused about the matter the more i think about it.

I would tell you to have a look at Adrian's CS for an example of a tier 3, but i still think his stated level of speed is very questionable, which doesn't help the matter at hand. In fact, i feel that needs to be brought up again. How fast would you say that " twenty times as fast as a normal man" is, LeeRoy?
Time isn't distorted on a personal level. The time distortion is little more than a plot device, it has no direct impact on battles.

I think it needs to be asked, can he blur in short bursts or does he have to keep going until exhausted once he starts?
