As much as Time Line is convinced he should be the only one, it puts an amout if stress beyond bearable on the individual if they must do it alone. For his own good, the existence of other time travellers is a necessity.

Dane: as far as I know, Time Line and I are the only time travelers, and he probably hates my guts. I go through time as to make sure it follows its set path. Everyone else seems to think I'm just messing things up....

There are several capable of time travel, but they just don't ever do it. Sven, Rythian, Vex. There's also the Doctor, who actually does it a lot.
