The reason the south was applicable was because Stalks-The-Stars was able to scout S'arah as a Non-Khajiit. The Argonians had no reason to believe the Khajiit would suddenly stop hating them for a crime that may or may not have happened two eras ago.
It defeats the whole point of what I was planning to be the aggressors. The Argonians have done nothing but try to manouver themselves in a peaceful manner. They support the South because it is a faction they can a) support and b) Use as a springboard to eliminate Argonian-Khajiit hatred.

I know exactly what is going on. In fact, I'm the only one who seems to be aware of what is going on with those waters: I actually dealt with that in a post, if you recall. A post that cost me my Spymaster during the summit.

That kind of sucks for me, but if that is the GM's decision: then I guess I have to play the Lydia.
There would also be time for a Messenger to arrive from Torval to Senchal that says 'oh, by the way, the North is attacking.'
I reiterate, Scarend's move is not possible in the scope given. You don't march an army Half-way accross a country in a few hours, especially one that was likely unprepared and that has the capacity to win a siege that quickly.
If I explained his mindset, I'd be ruining the fun :P As soon as you understand his character motivation, it becomes a little boring.

Edit: Woah there Mr Scarend, You would not be able to muster an army and attack a city in a few hours if you were banking on Peaceful negotiations. The logistics alone make it impossible for you to reach Sanchal in such a short time. You also gave no chance for any defence and you completely ignored the fact that the Argonians would have a time to land by then.
My point for ignoring the peace process is invading the south and disregarding the Argonian people's intent for a military supporting of the south via the 200 peacekeepers. Your character was informed of the Argonian troops incoming through the messenger, and yet you still went 'Well, better invade.'

The Argonians see that as a direct insult: The empire has ignored their intent and is accelerating the north's invasion of the south, despite the Argonians declaring a support for the South.

To Rules-With-Claw, you have just spat in his eye and said that his desires to support the south mean nothing to the empire.

(Disclaimer: I'm giving information to the perspective of the Argonian mindset. I understand what you are doing and am having a bit of passive-aggressive banter. Don't take this as anything more than tongue-in-cheek informing of what will likely be the results of your decisions.)
The only thing I see is the empire disregarding the entire Peace process and accelerating a violent coup.
I hope you are ready for a date with destiny, dear Empire.
The choice is yours. Even if I could possibly make a choice without powerplaying, I wouldn't.
