Well I just posted, and I think Jacob should get one more post in at least before things get dicey.
Rachel stood silently with her head tilted down as Jacob introduced himself and told his story. She could only listen in slight irritation as he mentioned, and pointed to his earlier triumph. Rachel couldn't help but interrupt him there. "You mean you slew three men without it even occurring to you to try and take one, maybe two alive? Then we could've interrogated them as to where their base was instead of sitting here waiting for an attack. If the fight happens here, or around here there's a much, much greater risk of the village or it's occupants coming to harm." No, fighting here was a tactical mistake. The bandits had no stake in the village's preservation and would use every kind of dirty tactic to get what they want. Her hand drifted to her forehead, maybe she should've waited on Lieutenant Walsh. No, by then this village would be just another razed husk.

After her interruption Jacob seemed to take far more interest in her. He made a pretty good guess as to who she was, but unfortunately he was wrong, though she neglected to correct him. Robin's skill was legendary, and any Tactician worth his salt would cherish the opportunity to study under him. Rachel herself had only met the men a handful of times, and each one was seared into her memory. Jacob continued talking and Rachel couldn't help but question him. "You mean to tell me you came all the way from Regna Ferox, from the service of the Khan himself, only to deal with a small horde of bandits in another country? You must either have entirely to much free time or the Khan places more concern on bandits in Ylisse then his own country's military matters."

Rachel shook her head, pretty well ignoring Leo's introduction to the other tactician. She was thinking about what the next move should be. If the villagers had the fortifications up in time it might be the smarter plan to just hole up here and let the bandits throw themselves at us. While not nearly as heroic it would still prove to be better then the three of them fighting all the bandits at once outside in an open field. Rachel wasn't entirely sure one way or the other, so she merely sighed and followed Jacob to the inn.
Yeah, unless told otherwise you're all good to go.
It's a-rollin', so let's get going and have some fun.
It was night time over Hirameki City, storm clouds permeating the atmosphere as it's downpour caused the entire city to seem dreadfully dreary. This dreadful and rainy scene was only accentuated by sounds of police sirens that could be heard in the distance. A lone figure stood atop one of the tallest buildings, looking down on the city below, it's inhabitants more or less unaware of the calamity that was already starting to befall them. "Do they have the strength, the heart to stand up and face what is to come? What say you Keeper?" The man turned slightly towards a space behind him, a hood concealing his face.

The figure stood still before finally turning away. "Regardless of your doubt it is my responsibility to at least present them with a choice, for if nothing is done all will be consumed." The figure froze again, listening to an unheard voice. Finally he gave a chuckle as he walked towards a blue door, stopping just before it. "Yes, such is the way of things. I fear it will be quite sometime before we meet again. Though I suppose no matter what the result it's all the same to you. In any case I have work to do, I bid thee farewell." And with that the man opened the door and disappeared within, the door itself vanishing shortly thereafter.
The door to a small apartment opened as a lone man walked in, draping his wet, beige trench coat across the radiator to dry it off. The interior was small, a couch and coffee table with a TV shortly after. A kitchen separated from the "Living area" by a counter with a few bar stools. The man retrieved a towel from the bathroom and began drying himself off. Eventually he found the tv remote and pressed the power button causing a short click as the screen brightened the room. The news was on, an attractive young woman wearing a tan pantsuit was giving the weather forecast.

"Sorry folks, looks like you're gonna want to keep those jackets and parasols out for a few more days! Rain from the west just keeps coming and coming! I'm Yuki Hosiri with the weather!" With that the scene shifts to two middle-aged men.

"Thanks Yuki, so Daisuke what do you have for the local news?" His bespectacled counterpart starting sorting through papers before finally speaking.
"Authorities are looking into the string of recent disappearances, according to the police the victims were attacked in their homes. The last victim disappeared earlier this week, a college student by the name of Ken Yoshihiro. A police source tells Hirameki News that they have a profile and are hunting down leads. Another source tells the Hirameki Times that cult activity may be involved."

With another small click the room darkened again as the young man hit the power button. By now he was mostly ready for bed, he just had to set his alarm. "Oh right, classes start tomorrow. I guess Dad'll want me up early. Damn, I hate waking up at 6......" And so with his alarm set, the man fell asleep, thinking on the disappearances and what the new school year at Satoru Highschool would hold.
Rachel is currently unsure of the the situation, but her plan would likely fall in line with what Jacob was thinking. Station a garrison while a small force takes the fight to the bandits, overall greater risk to the combatants but lower risk of collateral damage and casualties amongst the civilian population.
Here's what I've got for a Master.

I would ask to switch the Strength and Agility making strength at C and Agility to D. Though truthfully with as low as the rest of his stats are both being C would be nice. I just took the Saber base and altered a little based on what I thought his characteristics would allow. Since he was a peerless warrior I figured his martial stats would naturally be higher with him suffering the most in his other two. Agility would be the lowest of the three since he is meant to fight more defensively, blocking rather then dodging.

So Ideally if they had to be reduced I'd prefer Strength to at least be B, Endurance stays at A, Agility to C, and the other two to be unchanged. Unfortunately I've yet to achieve a good balance when making these things, either I'm far too conservative or too powerful.

@Lion: Look at all those pluses. And, ah, that statline might be a wee bit crazy even for a Saber class. Well, I'm putting together a Morgan le Fay, so you could make a dude if you want.


That's the thing, to my understanding pluses are temporary modifiers and not the actual stats, in which case those would simply be the modifiers provided by his Noble Phantasms. But I don't remember for sure.
Here's what I've got. It's effectively complete all it likely needs is some tweaking. I'm not too sure about the stats and Noble Phantasms, mainly if they're too powerful or not powerful enough. So if anyone has some insight feel free to chime in. Also IIRC pluses equate to temporary modifiers correct?
