Yeah I guess something like that would work. It would require a lot of tenacity and dedication for an extradimensional to get into the PRD, but if you figure something out I'm happy to consider it.
It wouldn't really make sense for a purely extradimensional being to be working for the PRD. They already are weary with mages, and remember the two dimensions were at war with eachother three years ago. An extradimensional spy however could be interesting, with all sorts of fun subplots to be had.

When our dimensional plane crossed paths with another dimensional plane, huge rifts opened up between the two, allowing natives of both planes to cross over. The aftereffects of this were many: During the three-year "Incursion Period" when the planes were aligned, rifts opened all across the world and otherdimensional beings poured through into ours, resulting in a full scale war. When the planes left eachothers spheres of influence the rifts closed, trapping the otherdimensional beings in our plane, many of whom still live among us in secret. In addition, the innate forces of the otherworld seeped into ours and triggered what can only be described as a form of psionic magical power in approximately one in every ten thousand humans. Worst of all, the areas that the rifts opened in are still unstable, and the fabric between planes is very thin. Even though the metaphysical distance between our world and the otherworld is much greater now, with enough effort and power things from the other side can and do break through to wreak havoc.

To combat this the United Nations created the Paranormal Response Division, an international secret military branch designed to assess and respond to threats involving otherworld entities and events. There are a number of "Response Units" Made up of a handler who feeds information and such to a squad of four to six individuals, chosen for a variety of talents.

The RP will focus on the newly formed Response Unit 6, and will start out with a sort of "monster of the week" kind of feel to it, with plot developing more later on. It's also very much styled off several Anime, so feel free to reflect those kinds of tropes with your characters and actions; grimdark interdimensional horror is great, but spicing it up with some humor is fun too.

Character design:
People become candidates for the Paranormal Response Division through only one requirement: Having had major, undeniable contact with the otherworldly. Candidates are then examined discreetly, and if they exhibit the elite abilities necessary for dealing with the horrors of the otherworld on a regular basis,offered a spot. If they accept they undergo training based on their personal abilities.
Mages usually have a fairly limited range of spellcasting ability, most commonly tied to the creation, destruction and control of a certain ‘elemental' category.

Mage categories:
Fire
Pretty self explanatory. Fire mages can summon and manipulate fire, and snuff it out just as easily. More powerful mages are even said to be able to control the heat and color of their flame, or have it target only specific materials and leave all else unharmed.
Psychic
Psychic mages have the ability to interact with the thoughts and minds of others, ranging from memory alteration and manipulation to fill blown mind control. The PRD keeps a close eye on these mages, but also highly value them for their ability to completely erase and replace the memories of witnesses.
Kinetic
Kinetic mages powers combine telekinesis with simulated kinetic force. They can imitate the kinetic force of a high speed impact with a touch, or fire an object like a bullet, The more powerful the Mage the more force they can apply and the bigger the objects they can manipulate, as well as more control offered allowing them to more easily use their telekinetic powers without firing the manipulated object out of a cannon.
Sonics
Sonic mages can create and modify sound, with the ability to do things such as raise or lower the volume of a conversation, create illusory ‘ghost’ sounds, or even utilize it offensively with a deafening thunderclap only the targets can hear.

Feel free to design your own if none of these strike your fancy, just run them by me first so I can make sure they fit and aren't overpowered.

Velhni

The blue and white Vo-Matoran muttered to herself as she knelt a little ways down an alley away from the main pathways and roads of Fe-Congro, where she was knelt in front of an unassuming piece of machinery, one of the connecting points for the powercables running underneath Kongero Nui. She’d much rather be out exploring the pre-festivity town as everyone prepares, but she’d gotten stuck making sure the connection points for the power cables were all working properly and everything was switched on. Sometimes she would run into annoying rodent rahi chewing on the cables, but fortunately this particular transformer seemed to be in order.

As soon as Velhni was done inspecting the transformer and replacing the paneling she hopped onto her customized mag-bike, zooming out into the streets towards the next transformer like a blue and white blur, hoping to get her work done as fast as she could so she could adventure through the Fe-Matoran shops to pine over the mastercrafted tools she's sure she'll never be able to afford.
I edited Velhni's bio to state that the magbike rides along the underground powerlines. Also before I post, what do you think of her being on mechanic duty in Fe-Congro making sure anything that needs power is all set up right? She could end up meeting Suavo there as well.

Occupation: Racer/mechanic. Velhni is a young prodigy in the Vo-Matoran pioneered sport of Lightning Racing, where Matoran drive custom made vehicles that electromagnetically “ride” along the underground powerlines that stretch over the landscape. In terms of a more practical job to benefit the city, Velhni works as a mechanic alongside many other Vo-Matoran tending to the powerlines and lightning coils that power the city, and applies this knowledge to customizing her mag-bike.
Description: Velhni tends to be a bit rash and headstrong, and has a tendency to be somewhat overconfident especially in her racing skills. She’s almost as good at getting out of trouble as she is at getting into it, but she has suffered a few wounds to both the ego and her armor. She’s generally friendly and outgoing in her interactions with other Matoran, though many find her particularly fast, rambling manner of speaking to be annoying. She’s also incapable of standing still, and fidgets obviously when stuck in one place.
Tools: Velhni is never seen without a heavily customized adjustable wrench. Otherwise she keeps a toolbelt with a variety of useful mechanics tools when she’s working, and keeps larger, specialized tools at her home.

I'm fine sharing a mask power with one of the Turaga. Also, is this gonna be more like the initial comics where the Toa changed masks (at least the ones they had collected) at will, or more like later on when they mostly stuck to their own mask barring actual removal and replacement?
The base template for MNOG style characters (mostly matoran, but there are toa sprites for toa Mata and Nuva) exists but it does require some image manipulation. (Nothing more complex than cut and past and changing colors, though.)

And yeah, I was imagining a bit more Metru-Nui esque architecture which I thought powerlines of some sort would fit into. Underground ones are cool too though. The main thought process behind it was it could allow for interesting action sequences, possibly evoking the feeling of the chases in the chutes that the Toa Metru went through.
