Yes, the head of the order that Sarrai'a was in was a gnome, he was quite old and had spent his life learning to control his lycanthropy and teaching others how to, she is used to considering shorter people the alpha.
*Sarrai'a hearing that the alpha is allowing the newcomer to enter relaxes the rest of the way and finally takes her eyes off of him and backs the rest of the way into the main room of the building*
