Yeah the Doctrinate aren't gonna be too keen on all consuming empires of finite exploitation. We'll be friendly to other humans because their humans but a lot of the other species are also cool. As long a they're open to the Godhead's ideas.
I'd say the Doctrinate would know of other empires, but more from intercepted communications, nuclear signatures and observational evidence. The closer the better though.

The Godhead observed the slow recovery of Heilagur's atmosphere and ecosystems and pondered the big questions. The meaning of life, what makes flying drones different from birds? Are they actually different? Is their a God?
Eventually the Godhead comes up with ideas similar to Jainism, in that it believes that God doesn't exist and the universe and time, space, matter, motion, everything has always existed. However, the Godhead also believes that everything is in balance and the galaxy isn't balanced. Especially in terms of organic life and with that artificial life, being a rarity in a barren, mostly dead universe.
With that in mind, two hundred years prior to this RP's events, Alien life arrives on a newly recovered Heilagur. A colony ship of Humans, lost in space after going through an unstable and collapsing wormhole, they stumble across Heilagur and proceed to colonise it. Eventually they come across the Godhead and are welcomed and provided assistance and guidance by the AI and it's drones. Despite being cut off from Human space by many light years, they prosper, and with their self-governance they make the Godhead their 'living' constitution and is regarded as a kind of prophet
Eventually, the Heilagur Humans branch out to the other systems neighbouring their adoptive homeworld, eventually setting up colonies on a half dozen worlds and encountering an inhabited world of neolithic mollusc/anthropods called Alsibass. The Humans and the Godhead take it upon themselves to uplift the Alsibass and the aliens accept the teachings of the Godhead and Heilaguran Government
The Doctrinate isn't too disimilar from Earth human culture, despite the influence of the Godhead and different national holidays, such as Colonisation day and Extinction Rememberance day. Life on Heilagur is more formal and cosmopolitan compared to the other worlds of the doctrinate, though they share some common pursuits such as sports and major cultural festivals.
The national focus of spreading the good word of the Doctrinate comes from the ideas of the Godhead that the balance of life in the galaxy is unbalanced and it is up to both organic and synthetic life to alter that balance.
With that in mind, many in the Doctrinate are pro-terraformation and research in the field is considered as illustrious as medicine or military contracts. They are also encouraged to spread humanitarian aid, not only in cases of natural disaster or poverty, but also in regards to other species of sentients.
Alsibass culture is in a state of equilibrium, between the old tribal ways and new societal responsabilities. Despite this though, Alsibass share the same rights and priviliges as their human and mechanoid counterparts, despite different preferences to different rights (Alsibass value their rights to traditional hunting, at least more so than humans).
Excluding the Godhead, these are other significant members of Doctrinate government and society. 1) President Tenzin Var Hilwind. The 39th President of the Doctrinate, Var Hilwind was elected on a policy of outward expansion and an emphasis on colonial affairs beyond Heilagur. Previously he was previously head of education in the previous administration and before that a secondary school history teacher. 2) Representative Heather Var Constavos. Daughter of a former president and cousin of Abraham Var Constavos, Heather studied politics in Winter's Sweep and went on to run of representative twice in her electoral sector. Upon election, Heather was also made head of space infrastructure in the current administration of President Var Hilwind. 3) Coloniameet Speaker Fredrick Hallavelt Speaker of the Coloniameet and opposition leader to President Var Hilwind, Speaker Hallavelt is for isolationist policies and on clamping down on crime. Formerly a security officer on Alsis, He became representative of his electoral sector on Cadril's moon to turn around what he saw was an ineffective government that focused on more Heilaguran matters than colonial ones. 4) Olive Fass CEO of Ritter Industries, Olive Fass' company is the largest manufacturers of starships across Doctrinate space and of most consumer goods on Heilagur. Olive Fass is one of the more well-known industrialists of her time. 5) Thomas Adlidge CEO of the competing company to Ritter Industires, Colonial Essentials INC. Adlidge prides himself on being not only the provider of major electronics and the sanctioned producer of drones throughout the Doctrinate.

The Navy is the largest wing of the Doctrinate forces, responsible for 45 Narwhal class warships and numerous smaller military vessels. The Navy is divided into System Admirals, each in charge of operations in their systems. Along with Vanguard Commodores, in charge of smaller fleets utilised in expeditions or conflicts outside of Doctrinate space. Connected with the Navy are the Dispatchers, who are the marine forces of the Doctrinate military, responsible for boarding actions against enemy vessels or assault enemy positions on the ground.
In terms of small arms, Territorial infantry are generally equipped with kinetic munitions and firearms. Along with conventional explosives and missile technologies. The Dispatcher Corp have naval military funding and research to utilise specific, Full Pulse Jacket (FPJ)munitions. With a charge created as the projectile travels down the barrel, the round generates an electric pulse that upon impact of a lifeform can cause electrocution of muscles and internal organs. All while also producing the conventional injury of a bullet wound, in humans/alsibass it can cause severe pain post-impact and can cause muscle spasms along with electric burns for a short period of time afterwards.
Ground forces, while also composed of infantry and fast attack track vehicles, Most armoured formations are either composed of highly mobile APCs or slow but heavily armed/armoured assault walkers. All can be armed with various kinetic machine guns or anti-personnel/armour-piercing coilguns.
In terms of naval armaments, the primary offensive weapon is that of missile batteries, usually fired in massed waves, different missiles can be loaded with depleted uranium, incendiary and nuclear warheads. The use of railguns is facilitated via asteroid or planetary ice being stored on vessels to provide sufficient cooling for the firing of depleted uranium against other naval foes. They can also be utilised for firing tungsten rods for orbital bombardment.
Doctrinate technology is rather mixed, being more advanced and commonplace on Heilagur while more rudimentary and practical on other worlds.

= The name of the interstellar travel game is adaptability. The Narwhal is just that. A large and bulky vessel, the Narwhal is designed to fulfill numerous roles and positions. It's extensive hangers and storage holds can give it flexability to be modified and altered from a mobile (if limited) shipyard, to a heavily armed (though slow) battlecruiser, right up to an interstellar freigther. What it gains in adaptability it loses in speed, only able to travel at 2.2 LYs a day. Narwhal class are on average 1,000 meters in length, with a standard crew compliment of 4,000 personnel on average (Not including additional specialists, combat pilots etc) Narwhal's have space for 100,000 tons in storage, though a significant pecentage of which is taken up with essential supplies, fresh water and the like. As a warship, the Narwhal is capable of equipping and operating 12 missile batteries along with 32 flak batteries, 6 self guided torpedo tubes and a twin magnetic railgun battery. A complete refurbishment however from a commercial ship to a warship however takes a significantly long time. Narwhals (and all other intersteller vessels) run on a cocktail of helium-3 and deuterium as part of their nuclear fusion systems.
Walrus Class
= A standard military vessel, the walrus works as a frigate, a more nimble combat vessel compared to the Narwhal. With 8 missile batteries, 4 torpedo tubes and a dozen flak batteries, the Walrus is a suitable challenge for both strikecraft and heavier vessels.
Seal Class
= A surface to orbit transport, it is mostly used in a military capacity. For deploying ground forces on a planet's surface or providing air support. Armed with 2 missile ports and a mounted coil gun, the Seal can provide support for any unit of troops or armoured vehicle dropped into any warzone.
Otter Class
= The primary strikecraft used by the Doctriante military, the Otter is a speedy strike vehicle capable of both intercepting enemy strikecraft with kinetic turrets or conducting bombing missions against larger targets both in and out of atmosphere.

Abe has dull green eyes, though his left eye has the thin scar going diagonally across his nose and over his eyebrow. Along with various, smaller ones over his forearms. Though a proificient hiker, Abe is only so physically fit.
History: Born in Winter's Sweep, a vast city on Heilagur, to a shipyard magnate and a well-known musician, Abraham had a privileged upbringing to say the least. Educated in a private school, Abe had a rather lonely upbringing, rarely making friends due to the demands of his education. Graduating from the University of Seawind Plateau after studying Anthropology and Linguistics studies. Abraham signed up for humanitarian work on Alsis. In his time on Alsis, he enjoyed his time helping to translate between Heilaguran medical staff and Alsibass tribals. It was close to the end of his time however, when he was attacked on an outreach expedition by a cutter bird and received the scars on his face and over his arms. Returning to Heilagur, he was head-hunted by the navy as a tactical envoy, mostly in intelligence rings, deciphering communications beyond Doctrinate space. Recently, Abraham has been stationed with the Narwhal ship, Frostbiter. As part of ramping up towards an expedition of possible colonisation sites beyond the border.

= The name of the interstellar travel game is adaptability. The Narwhal is just that. A large and bulky vessel, the Narwhal is designed to fulfill numerous roles and positions. It's extensive hangers and storage holds can give it flexability to be modified and altered from a mobile (if limited) shipyard, to a heavily armed (though slow) battlecruiser, right up to an interstellar freigther. What it gains in adaptability it loses in speed, only able to travel at 2.2 LYs a day. Narwhal class are on average 1,000 meters in length, with a standard crew compliment of 4,000 personnel on average (Not including additional specialists, combat pilots etc) Narwhal's have space for 100,000 tons in storage, though a significant pecentage of which is taken up with essential supplies, fresh water and the like. As a warship, the Narwhal is capable of equipping and operating 12 missile batteries along with 32 flak batteries, 6 self guided torpedo tubes and a twin magnetic railgun battery. A complete refurbishment however from a commercial ship to a warship however takes a significantly long time. Narwhals (and all other intersteller vessels) run on a cocktail of helium-3 and deuterium as part of their nuclear fusion systems.
Walrus Class
= A standard military vessel, the walrus works as a frigate, a more nimble combat vessel compared to the Narwhal. With 8 missile batteries, 4 torpedo tubes and a dozen flak batteries, the Walrus is a suitable challenge for both strikecraft and heavier vessels.
Seal Class
= A surface to orbit transport, it is mostly used in a military capacity. For deploying ground forces on a planet's surface or providing air support. Armed with 2 missile ports and a mounted coil gun, the Seal can provide support for any unit of troops or armoured vehicle dropped into any warzone.
Otter Class
= The primary strikecraft used by the Doctriante military, the Otter is a speedy strike vehicle capable of both intercepting enemy strikecraft with kinetic turrets or conducting bombing missions against larger targets both in and out of atmosphere.

Also if you want, I can make you a map. By that I mean I will get a public domain picture of the Milky Way, cut out the quarter with the Orion Spur in it and then stick it up here. You'll still have to use MS Paint, but at least the background will look legit.
I'd like to sign up to this RP. I already have an idea for a nation, but I would like to pass it by you all, just in case it's too presumptuous or not up too par.
I'll give a short history, try to explain some of the ideas and then if it's good, I'll chuck up a NS.
Their history begins about five thousand years prior to the events of this RP's events. A species called the Heilagurans live on a planet called Heilagur. The species hadn't achieved space flight except a few satellites and limited exploration of their moons. That is because their nation states were engaged in an arms race with each other. One nation focused on robotics, specifically the development of AI capable to fighting their wars for them and also improving national production.
They did develop various weapons and commercial drones; but their best creation, in a secret government bunker, was a sentient AI that they called the Godhead (It's not an actual god, literally only in name, don't worry I'll explain). The outbreak of global nuclear war however put a stop to research altogether and drove the Heilagurans to extinction. The only things that survived were various handfuls of the planet's wildlife, a number of drones and the Godhead.
With about four thousand, eight hundred years to spare and only drones and wildlife to interact with. The Godhead observed the slow recovery of Heilagur's atmosphere and ecosystems and pondered the big questions. The meaning of life, what makes flying drones different from birds? Are they actually different? Is their a God?
Eventually the Godhead comes up with ideas similar to Jainism, in that it believes that God doesn't exist and the universe and time, space, matter, motion, everything has always existed. However, the Godhead also believes that everything is in balance and the galaxy isn't balanced. Especially in terms of organic life and with that artificial life, being a rarity in a barren, mostly dead universe.
With that in mind, two hundred years prior to this RP's events, Alien life arrives on a newly recovered Heilagur. A colony ship of Humans, lost in space after going through an unstable and collapsing wormhole (Don't know about the science here), they stumble across Heilagur and proceed to colonise it. Eventually they come across the Godhead and are welcomed and provided assistance and guidance by the AI and it's drones. Despite being cut off from Human space by many light years, they prosper, and with their self-governance they make the Godhead their 'living' constitution and is regarded as a kinda prophet (Not worshipped like a god, as it doesn't claim to be a god, but more of a Confucius/Jesus figure)
Eventually, the Heilagur Humans branch out to the other systems neighbouring their adoptive homeworld, eventually setting up colonies on a half dozen worlds and encountering an inhabited world of neolithic mollusc/anthropods called Alsibass. (I've included a picture of the general look of both species, it's not my work, it's by Simon Roy) The Humans and the Godhead take it upon themselves to uplift the Alsibass and the aliens accept the teachings of the Godhead and Heilaguran Government, called the Doctrinate.
The Doctrinate are keen on terraforming suitable planets, tentatively exploring the galaxy and spreading the "good word". You could also through around words like "fanaticism" and "authoritarian" but to the Doctrinate and the Godhead, the ends justify the means.
What do you think? I was kind of thinking of them being a budding,newcomer in the interstellar community. Willing to make friends but also aware of life outside their space and so being very cautious about it. They wouldn't be a big civilization, but a nice little sliver of space to call their own. I'm open to suggestions and if you guys think its too much or it's bad, then thanks for reading anyway.
