Because god has no control over death. I mean death could not take the souls from bodies and let people live. Death is a ally of Lucifer but the fallen archangel never used him.

A magical binding chain means that all the humans that do the spell have a binding soul with the devil meaning they can't hurt him and he can't hurt them or anyone they know. (Lucifer is weakened badly from hell)

The character get him out of hell and try to get him to stop the war, since he has the ultimate influnce over hell, but isn't a king but more of a prisoner of hell he can only do so much. If the humans can get him tos ee earth isn't that bad and humans are flawed but they still love each other and god he will stop the war.
The archangels can't kill Lucifer, only people that can kill lucifer completely is God or Death. he eventua;ly if the humans succeed will go to heaven and be passed one last judgement where all can go and see.

God can't be in the war he can just tell the archangels what to do. he can't actually fight in it. the human can have a small magical powers , like one can control fire (Little not like do flamethrowing shit)
Lucifer is the most powerful Archangel though more powerful then Michael.
The humans can have like a magical chain attachment to the devil, meaning he can;t harm them or people they know personally.

My idea was this
Plot : Armies of Heaven have been fighting with heavens for 4,670 years, Lucifer commanding the armies of hell, his locked away form not able to battle as he was locked away. But when the humans decide to free the devil seeing maybe there might be a way to stop the armies from fighting. The humans find a book (A book Lucifer once wrote that had the magic to release him) the humans find a way into hell and free the archangel and rush out, But only problem Lucifer distaste for the human race got them into deep trouble. Can the humans help change the fallen Archangel to change his mind and end the bloody war ? Will gods favor rest with the humans, will he grant his fallen son a chance to prove himself worthy of coming back to heaven.
