Sure it would be more fun, but from the perspective of the PRK the important thing at the moment is strategic interests. The revolution has to survive before it can enforce its ideas on everyone. So Ekaterina's tactic is to make concessions in the hope of appearing a little less radical.
I'm also looking at this from the perspective of the fact that there was no French Revolution in this universe, no massive spread of the ideas of liberalism and nationalism (yet). So naturally any communist movement that appears in this context is going to be less radical in comparison to one in which the ideas of democracy and secularism are already well enshrined.
